    CACM Issues & Improvements Program Manager

     

    The Office of Contractor Assurance and Contract Management (CACM) is seeking a highly motivated and experienced operations management professional to provide leadership, direction, and oversight of the Laboratory¿s Issues and Improvements Program. Critical duties include managing the Laboratory¿s Issues and Improvements Program and being the subject matter expert for investigation and causal analysis of significant abnormal events, conditions and issues that occur at SLAC. This position reports to the Director of Contractor Assurance and Contract Management. Key responsibilities include, but are not limited to, the following:

    Issues and Improvement Program

    + Enable continuous improvement through proactive and reactive identification of issues, development and implementation of corrective actions

    + Provide assistance to line organizations in determining ownership, tracking requirements, and significance levels for issues.

    + Obtain concurrence from the Deputy Director for Operations on line management ownership of high significance issues and assignment of corrective action team.

    + Perform quality assurance review of actions submitted for closure associated with high significance issues and obtain concurrence from Deputy Director for Operations on action closure or any action modifications.

    + Report on the status of high significance issues and associated actions at the quarterly Director¿s Assurance Council meeting.

    + Perform periodic trending and analysis of issues and provide feedback to Senior Management Team as needed.

    + Perform periodic quality assurance reviews to ensure the Laboratory is implementing the Issues & Improvements Program as required and provide feedback to Senior Management Team as needed.

    Incident Investigations

    + Ensure that line management consistently reports incidents and performs effective follow-up investigations that identify root and contributing causes.

    + Maintain the Laboratory¿s master list of incidents, perform periodic trending and analysis of incident data, and provide feedback to the Senior Management Team as needed.

    + Serve as the Laboratory¿s subject matter expert on incident investigation, providing training and guidance to line organization personnel on conducting investigations and using causal analysis techniques.

    + Perform quality assurance review of investigations conducted by line management to ensure that sound investigation techniques and causal analysis methods are being employed with a high level of rigor.

    + Lead or participate on investigations of significant abnormal events, conditions, or issues throughout the Laboratory.

    Occurrence Reporting Coordinator

    + Ensure that SLAC abnormal events and conditions are reported to the DOE¿s Occurrence Reporting and Processing System (ORPS) in compliance with DOE Order 232.2A and SLAC Site Compliance Plan (SCP).This involves working closely with the Laboratory¿s 24/7 on-call Duty Officers to perform ORPS categorization of incidents in a timely manner, preparing and submiting reports into the ORPS database per ORPS requirements, and working with line management to ensure appropriate and timely investigation and resolution of ORPS incidents.

    DOE Office of Enforcement Coordinator

    + Review abnormal events, conditions, and issues for potential non-compliance with applicable DOE Office of Enforcement Codes of Federal Regulations (CFRs), including10 CFR 835, Occupational Radiation Protection and 10 CFR 851, Worker Safety and Health Program.In the event that an enforcement action is initiated against SLAC by DOE, the Enforcement coordinator serves as the SLAC liason to the DOE¿s Office of Enforcement (OE) office.

    To be successful in this position you will bring:

    + Bachelor¿s degree and 8 years experience, or combination of education and relevant experience, in the fields of operations management, quality assurance, event investigations, causal analysis and/or DOE Contractor Assurance System (CAS) implementation.

    + Experience with the overall management of organizational issues, non-comformances, and/or and associated corrective actions/mitigations.

    + Demonstrated ability to conduct incident investigations and apply a variety of formal causal analysis techniques to determine root and contributing causes.

    + Must have strong oral and written communication skills. Demonstrated ability to work and communicate effectively with a wide variety of people within a cross-functional team of diverse talents.

    + Demonstrated effective presentation and training skills in a variety of settings and with a range of audiences ¿ including one-on-one, small and large groups, peers, senior leadership, and internal and external customers and stakeholders.

    + Ability to maintain current knowledge of and interpret specific government agency requirements (statutes, regulations, licenses, and permits) and university policies.

    + Working knowledge of the scientific and technical aspects of various regulatory requirements and potential impact on assigned work area(s).

    + A knowledge of US Department of Energy orders and guidance documents is preferred.

    _The expected pay range for this position is $162,809 - $197,109 per annum. SLAC National Accelerator Laboratory/Stanford University provides pay ranges representing its good faith estimate of what the university reasonably expects to pay for a position. The pay offered to a selected candidate will be determined based on factors such as (but not limited to) the scope and responsibilities of the position, the qualifications of the selected candidate, departmental budget availability, internal equity, geographic location and external market pay for comparable jobs._
