    NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

     

    DOF’s Treasury and Payment Services Division is responsible for overseeing all City payment websites, the payment processing of tax returns, property recording forms, parking violation programs, and the collection of delinquent accounts, and oversees the agency’s management of the City’s cash balances and its relationships with banking institutions. Treasury and Payment Services is also responsible for collecting outstanding violations issued by City agencies and adjudicated by the Environmental Control Board.

     

    Payments, Billing, and Refunds is responsible for processing payments for property taxes and property-related charges, business and excise taxes, and parking and camera violations. The division is responsible for communicating amounts due, maintaining the quality of departmental records, and providing customer service to individuals seeking information on making payments or receiving refunds. Payments, Billing, and Refunds performs account adjustments and respond to refund inquiries from the public.

     

    The Parking Operations Unit within the Payments, Billing, & Refunds Division is seeking a responsible individual to work in the Fleet and Rental Unit. With latitude for independent initiative, the selected candidate will handle parking and camera violation inquiries from customers, process the transfer of parking and camera ticket liability from lessors to lessees, process enrollment and termination applications, and resolve problems escalated by customers.

    Reporting to the Fleet Program Supervisor, responsibilities will include, but not be limited to the following:

    - Answer inquiries related to parking and camera violations from Fleet, Rental, and Government Fleet participants.

     

    - Review parking and camera violations that appear on return mail reports.

     

    - Alert managers/supervisors about parking and camera violation issues and concerns to improve DOF processes and systems and correct system production issues.

     

    - Handle and process applications and renewals in both Fleet and Rental Programs.

     

    - Handle and process parking and camera ticket liability transfers, and claims.

     

    - Process documentation for the enrollment and termination of vehicles.

     

    - Communicating with program participants by email, mail, and phone.

     

    - Provide excellent customer service and inform customers of needed actions to remain in good standing and enrolled with the Fleet or Rental Program.

     

    - Prepare and maintain spreadsheets in Microsoft Excel to track progress of Fleet or Rental Enrollments, Vehicle Plate Enrollments and Terminations, and track outcomes of correspondence with customers.

     

    - Other duties as assigned for newly introduced programs.

    Qualifications

    1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or

    2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or

    3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;

    4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
