    Responsibilities

    Noblis provides analytical, research, and coordination support to the Deputy Assistant Secretary of Defense (DASD) for Energy Resilience and Optimization (ER&O) to strengthen the Department of Defense’s (DoD’s) energy resilience, mission assurance, and infrastructure optimization initiatives. This position engages with the Office of the Secretary of Defense (OSD) leadership to implement enterprise-level energy policy, performance tracking, and investment analysis.

     

    The successful applicant will serve as a key member of the ER&O front office team, assisting in gathering data, conducting analysis, and supporting policy and program activities that contribute to OSD’s energy initiatives. Responsibilities will include:

     

    + Become a trusted advisor to DASD ER&O and component Directors related to operational energy and resilience

    + Assist in management of DoD energy resilience and optimization initiatives/projects across installations and programs

    + Support the evaluation of program outcomes and mission impacts of ER&O investments.

    + Contribute to the development of energy strategies and performance metrics

    + Assist in the preparation of briefing materials, talking points, read-ahead materials, reports, and summaries for senior leadership review

    + Coordinate with internal and external stakeholders, including OSD offices, Military Departments, and interagency partners

    + Conduct background research and data collection to inform ongoing analysis and program reviews

    + Coordinate communication and collaboration with components and other stakeholders to ensure alignment throughout projects, timely responses, and consolidate inputs

    + Assist in tracking milestones and deadlines, and managing changes and issues during mission execution

    + Attend in-person meetings representing the client

    + Foster a collaborative and positive team environment

     

    The position focuses on connecting strategic intent with actionable analysis, helping OSD optimize energy programs for operational energy, installation resilience and mission reliability. The analyst will coordinate directly with OSD officials and Military Departments as well as interagency and other partners.

    Required Qualifications

    Bachelors Degree in Engineering or similar science degree

    + 0-3 years professional experience working in the energy industry.

    + Candidates with less than a year of relevant work experience should have demonstrable coursework and an internship in the energy industry.

    + Previous experience in a client-facing position is strongly preferred

    + Ability to obtain a secret clearance

    + U.S. citizenship is required

    + Preference for candidates located in the DMV area

    Desired Qualifications

    + Desired: Advanced degree in Engineering or similar science degree

    + Experience in project management

    + Knowledge of DoD Energy Standards and Policy

    + Experience with DoD, Department of Energy, or military organizations

    + CEM Certification

    + Strong verbal and written communication skills with the ability to coordinate with multiple stakeholders

    + Strong analytical and quantitative skills with attention to details

    Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.

     

    Posted Salary Range

     

    USD $71,800.00 - USD $112,150.00 /Yr.
