    As part of the **National Transit and Rail – Bus Rapid Transit (BRT) team in Seattle, WA** , the **Transportation Planner** will support multidisciplinary teams to provide transit and transportation planning services for a variety of projects.

     

    Under general direction, the Transportation Planner is responsible for leading and supporting planning and development activities. Work includes conducting research, analyzing data, preparing plans and reports, developing graphics, and supporting stakeholder engagement. The position uses a wide range of technical and professional transportation planning knowledge for work activities.

     

    Job Duties and Responsibilities

    Research, Data Collection and Analysis

    + Determine data collection methods for identifying and compiling observational, spatial, operations, and environmental data for projects, research, and surveys.

    + Locate, analyze, and interpret complex datasets, geospatial data, procedures, and governmental standards.

    + Use topographic maps, aerial photographs, GPS data, and other visualization tools to inform and analyze project areas, site impacts, and characteristics.

    + Use various software applications and data, including Geographic Information Systems (GIS), United States Census data, and transit operational data to analyze ridership, demographics, employment, development, and system performance.

    + Conduct research on emerging technologies, industry best practices, and trends.

    + Participate in public processes and workshops with local officials, agencies, jurisdictions, groups, and the public to advance transit projects and programs.

    + Prepare, coordinate, and facilitate public involvement and consensus-building meetings.

    + Assist in design, implementation, and evaluation of stakeholder surveys.

    + Interact with regulatory agencies, subcontractors, and clients in a confident and professional manner.

    Stakeholder Outreach and Coordination

    + Participate in public processes and workshops with local officials, agencies, jurisdictions, groups, and the public to advance transit projects and programs.

    + Prepare, coordinate, and facilitate public involvement and consensus-building meetings.

    + Assist in design, implementation, and evaluation of stakeholder surveys.

    + Interact with regulatory agencies, subcontractors, and clients in a confident and professional manner.

    Sitework and Analysis

    + Conduct field evaluations and assessments.

    + Provide analysis, evaluation, and interpretation of facts and data obtained during field and site investigations.

    + Provide technical planning assistance and guidance for capturing, modeling, and analyzing information to inform and create plans.

    + Support development of project vision statements, goals and objectives, and frameworks.

    + Develop alternatives screening criteria, evaluation matrices, and other tools to evaluate proposed plans and concepts.

    + Develop best practice toolkits, guides, policies, and manuals.

    + Research grant sources, prepare and review grant applications, and administer project grants.

    + Prepare reports, technical documentation, and planning guidelines related to transit improvements.

    Project Development

    + Provide technical planning assistance and guidance for capturing, modeling, and analyzing information to inform and create plans.

    + Support development of project vision statements, goals and objectives, and frameworks.

    + Develop alternatives screening criteria, evaluation matrices, and other tools to evaluate proposed plans and concepts.

    + Develop best practice toolkits, guides, policies, and manuals.

    + Research grant sources, prepare and review grant applications, and administer project grants.

    Reports and Plans

    + Review transit plans, general plans, specific/master plans, community plans, zoning codes, comprehensive plans, permitting policies, and/or development standards, with a particular emphasis on transportation and multimodal accommodation.

    + Comply with regulatory requirements pertaining to the data integrity, documentation, procedures, training, monitoring systems, reporting, and record compliance and retention.

    + Prepare data and visualizations such as tables, charts, accurate reports, models, infographics, and 3D illustrations for the interpretation or presentation of data, findings, or analyses.

    + Prepare draft technical memos, meeting summaries, transmittals, presentations, and other written materials summarizing research with findings and conclusions.

    Marketing/Business Development

    + Conduct research and assist with proposal development.

    + Attend client business development meetings and conferences.

    + Ensure that responsibilities are delivered and adhered to with a level of quality that meets or exceeds acceptable industry standards.

    + Remain current in latest transportation and transit planning subject matter, practices, regulations, and techniques.

    + Participate in transit-related committees and panels.

    Additional Duties

    + Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP’s Code of Conduct and related policies and procedures.

    + Perform additional responsibilities as required by business needs.

    Qualifications

    Required Qualifications

    + Bachelor’s Degree in Transportation Planning, Urban Planning, Environmental Planning, or a related field (or equivalent experience).

    + 5 to 7 years of experience working in the transportation planning/transit field in support of equitable transportation development and construction, transportation demand management, mobility planning, multimodal access, surface transportation, and/or funding.

    + Experience with leading presentations and public speaking.

    + Experience with the transportation project development cycle from planning to implementation.

    + Analytical skills and prior experience with research techniques, local/regional geography, transportation networks, systems, and modalities.

    + Working knowledge and experience with relevant approval processes, zoning laws, permitting requirements, notification and compliance practices, and applicable Regional/State/Federal regulatory framework.

    + Familiarity with local, state, and federal transit, transportation, regulatory, and permitting agencies.

    + Demonstrated experience contributing to transportation technical reports and plans.

    + Project management experience with small to mid-level projects including tracking hours and expenses for project work.

    + Strong interpersonal and communication skills when interacting with others, expressing ideas effectively and professionally to a technical and non-technical audience.

    + Highly capable self-leadership with attention to detail, multi-tasking, and prioritization of responsibilities in a dynamic work environment.

    + Ability to work independently and provide guidance and leadership to junior team or project members with strict adherence to QA/QC.

    + Experience with discipline-specific software (i.e., ArcGIS, Adobe Illustrator, Adobe Creative Suite, Sketch-Up).

    + Proficiency with technical business writing, office automation and communication software, technology, and tools.

    + Developed critical thinking and problem-solving skills required to reach conclusions from testing results, data collation, and identify the most effective solutions to accomplish objectives of assigned projects.

    + Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies.

    + Ability to work schedules conducive to project-specific requirements that may extend beyond the typical workweek.

    + Occasional travel may be required depending on project-specific requirements.

    Preferred Qualifications or “Great to Haves”:

    + Master’s Degree is preferred.

    + Essential Professional Licensure/Certification.

    Compensation:

    Expected Salary (all locations): $100,000 - $170,000

     

    WSP USA is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant’s education, experience, knowledge, skills, abilities in addition to internal equity and specific geographic location.
