    Hours: 8:00 am - 5:00 pm

    The Environmental & Street Services Department seeks an energetical and enthusiastic individual to serve as an Environmental Planning and Compliance Sr. Analyst in the Engineering and Stormwater Division. This position is within the Stormwater Quality Unit and will contribute to the City’s compliance with requirements of its’ NPDES stormwater permit. This role includes contract administration including leading RFPs, contract development and managing multiple projects simultaneously. The incumbent will prepare memoranda and documents including City Council agenda items. This position will coordinate with city staff members on water quality science and policy related to stormwater pollution, freshwater streams/lakes and stream hydrology. This position will also interface with regulators and other local government staff on regulatory concerns including NPDES stormwater permitting, nutrient management strategies, basin planning efforts and regional water quality groups. Analysis of water quality data associated with the NPDES stormwater permit or nutrient management strategies may include univariate or bivariate statistics and water quality modeling. Duties related to modeling may include reviewing, maintaining, and running models to generate water quality results. The incumbent may provide quality control on reports, analyses, and deliverables as a quality assurance officer. Conducting field-work and providing sampling, testing, monitoring of storm/surface water quality is not a primary responsibility for this position.

     

    This position is devoted to providing sampling, testing, monitoring, analysis and reporting of storm/surface water quality to ensure compliance with environmental permits, standards and regulations. Incumbents provide advanced technical support related to water quality, water quality staff, management, inspection and/or enforcement, serve as a designated subject matter expert, and, as assigned, supervise paraprofessional and support staff.

     

    Responsible for analyzing data and making statistical calculations; providing quality control for data collection and analysis; preparing technical reports with statistical information; preparing memoranda and documents including City Council agenda items; serving as project manager; developing plans; coordinating with county and state partners and agencies; and, as assigned, supervising water quality programs and paraprofessional staff.

    Duties/Responsibilities

    + Performs complex data analyses and statistical calculations; develops complex, high-visibility plans; participates in the evaluation and development of ordinances and operational procedures; and ensures compliance with applicable codes, regulations, policies, and procedures.

    + Serves as a project manager or quality assurance officer to facilitate special study, project, and/or program operations; prepares and manages schedules and budgets; designs study concepts; and performs quality assurance activities.

    + Coordinates the RFP and competitive bid process for related professional services; forecasts needs; develops contracts; coordinates formal bid processes including advertising and evaluating RFPs, awarding and approving bids, processing payments, and performing contract administration and closeout duties.

    + Coordinates the preparation of, reviews, and/or prepares complex technical and general reports, plans, contracts, grants, proposals, memos, agendas, presentations, educational and promotional materials, and other documents; analyzes data using statistical tools; reports results; develops and makes recommendations; and reviews work and the work of others to ensure accuracy, completeness and compliance with applicable regulations, policies, and procedures.

    + Collaborates with regional, state, and federal partners and agencies and City departments; attends meetings and provides subject matter expertise; provides public education and outreach; and responds to and investigates complaints and concerns.

    + As assigned, an incumbent may serve as a lead worker, assigning work and monitoring work completion, or supervise paraprofessional and support staff, to include conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures.

    + Analyzing stream monitoring data.

    + Assisting with preparing the NPDES annual report and other watershed quality reports.

    + Developing and providing public education.

    + Providing regulatory support on local and regional issues.

    + Supervising paraprofessional staff performing water quality fieldwork.

    + Compiling and tracking statistics for reporting.

    + Serving as the project manager.

    + Troubleshooting unusual conditions in the field and conducting more complex investigations and inspections or escalated matters.

    + Providing staff training.

    + Conducting field audits and quality assurance activities.

    + Overseeing and directing corrective actions.

     

    Minimum Qualifications & Experience

     

    + Bachelor’s degree in environmental science, natural resources, hydrology, or a related field.

    + Five years of broad professional or technical experience related to water resources.

    + A valid North Carolina Class C Driver’s License with a satisfactory driving record.

     

    Additional Preferred Skills

     

    + Proficiency in writing skills to independently develop contract documents and reports related to water quality and stormwater management.

    + Experience implementing stormwater-related contracts in a local government setting including adherence to all necessary organizational policies and contracting laws.

    + Experience managing contract budgets for projects with multiple deliverables.

    + Experience providing quality assurance on documents, reports, and deliverables. This includes working with colleagues to coordinate review of contract deliverables.

    + Experience using project management tools to implement and track contracts and projects (e.g., work breakdown structures, Gantt charts, critical path analysis).

    + Knowledge of stormwater/water quality regulations and policy with experience providing review of regulatory language.

    + Strong verbal skills to efficiently and effectively communicate with colleagues, contractors, and regulators.

    + Experience with Microsoft Excel or another software package to compute statistics on environmental data using univariate or bivariate statistics.

    + Experience working on projects or programs that are required for compliance with environmental regulations.
