The Division of Administration/Office of Technology Services has a vacancy. This position is located in the Strategy, Planning and Administration Section This job title has an assigned pay grade of TS-318. Req. 215419
The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.
This position is within the Office of Technology Services (OTS), Strategy and Planning area and serves as an information security subject matter expert by providing guidance, recommendations, and consulting with various key stakeholders within state agencies and operational OTS service areas on matters related to information security. This position receives direction and priority from the Chief Information Security Officer while working alongside additional members of the State's Information Security Team assisting in designing, developing, documenting, communicating, and implementing enterprise information security strategies and solutions to balance security recommendations with business need. This position is additionally responsible for monitoring, validating, and improving internal and external control mechanisms, while enabling and coordinating with State and Federal agencies to work effectively and productively. This position is primarily dedicated to identifying and reducing risk to an acceptable level while striving to align with operation goals and objectives to ensure the recommendations provided support and enable the operational needs of the State.
As an assigned member of the Information Security Team, this position will perform each duty with the highest level of integrity and confidentiality while supporting assigned agencies and OTS service areas with excellent customer service and unwavering professionalism.
The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
+ Overseeing the state’s capital construction program
+ Working to provide state and federal grants for community development
+ Development of the state budget
+ Providing technology services
+ Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
+ Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Minimum Qualifications
Seven years of experience in information technology; OR
Six years of full-time work experience in any field plus five years of experience in information technology; OR
An associate's degree in information technology plus five years of experience in information technology; OR
A bachelor’s degree plus five years of experience in information technology; OR
A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology; OR
A master's degree plus four years of experience in information technology.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties and Other Information
Job Duties:
Information Security Risk Management
• Serve as the Information Security Team's, Senior Information Security Compliance Officer for FBI's Criminal Justice Information Services Division (CJIS) and Federal Cyber Liaison.
• Provide expert-level consultation and serve as the senior point of authority in regards to information security concepts, practices, and procedures for CJIS information technology systems.
• Provide information security risk management services by conducting and or leading internal risk and security assessments, security analysis, evaluation, mitigation, and solution recommendations for projects and initiatives.
• Manage, lead and or provide expert-level guidance and direction for information security activities including, but not limited to; enterprise or agency application access controls, end point configuration, network monitoring, vulnerability management, system event monitoring, and user training.
• Conduct and/or lead the planning, design, implementation, documentation, and validation of security solutions created to safeguard critical and confidential resources, networks, computer systems, and data elements.
• Conduct and/or lead tasks and projects to identify acceptable levels of residual risk and assist with action plans, policy and procedural changes for risk mitigation.
• Conduct and/or lead the periodic reviews and assessments to ensure the integrity, confidentiality and availability of the State's information and services are maintained.
• Conduct and/or lead with the coordination with key stakeholders and oversees activities of Junior Officers and Analyst InfoSec personnel to ensure that information security policies and standards relative to privacy, risk, audit and compliance are uniformly applied across all technology projects, systems, and services.
Regulatory and Audit Compliance
• Serve as the CJIS Systems Agency (CSA) for Louisiana State Police (LSP), and is the appointed CJIS Information Security Officer (ISO) as required by the FBI.
• Conduct and lead the development of and implementation of system controls and methodologies to ensure the most effective implementation of security for all CJIS system related resources including hardware, software, network and human resources.
• Perform strategic tasks and provide recommendations to junior officers and analyst on key IT projects to help improve project results, quality of deliverables, risk optimization, security processes and compliance with regulations.
• Produce consistent reports and updates to ensure management is provided with clear and current status of regulatory, compliance, and audit findings.
• Develop training for the assigned information technology system(s), serves as a lead resource and provide expert-level advice on information security awareness for employees, contractors, and other information technology system users.
Supervision
• Maintain the appropriate level of contact with staff to ensure compliance with all applicable personnel policies and accountability for staff’s job performance and level of productivity.
• Develop a training plan for team members that fosters expansion of job-related skills and leads to improvements for the individual and overall team performance.
Continuous Education and Awareness
• Attend classes, seminars, webinars, and professional conferences to maintain or improve Information Security knowledge and skills, while also staying abreast of industry best practices for risk management techniques and methods..
• Maintain knowledge of regulations, standards, and cybersecurity frameworks for regulatory compliance.
Additional Responsibilities
• Performs all other tasks, special projects, analysis, studies, and plans as directed by OTS Leadership.
• Obtain and maintain a Secret-level federal clearance.
