Responsibilities You will revise existing maintenance tasks and interact with others to develop improved maintenance operations based on top-level engineering expertise. You will keep management apprised on the status of projects and make recommendations for changes as needed. You will provide direction and strategies when distributing maintenance tasks to waterfront specialists, establishing processes for changes when maintenance tasks need revising. You will provide program administration and supervise operations to tailor approaches and optimize planning which support systems engineering projects. You will establish processes to ensure that initiatives covering the latest engineering technological advances as well as state-of-the-art applications pertinent to development of new products or theories are implemented within assigned areas. You will manage associated maintenance configuration and balance goals and objectives with budget concerns and other resources. You will monitor work performance and develop employees through training and work assignments and will establish deadlines and time frames for completion. You will articulate and communicate to staff and team members the assignments, projects, problems to be solved, actionable events, milestones, and program issues under review. You will identify, distribute and balance workload tasks among employees in accordance with established work flow, skill level and occupational specialization. You will chair and attend conferences representing SURFMEPP at NAVSEA, fleet activities, other naval commands and private contractors. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 pay band (or GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer developing engineering plans or specifications to facilitate the execution of ship maintenance, repair, or modernization projects or operations. Education Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: A. Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position; OR B. Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above); OR E. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Additional Information The NH-04 broadband is equivalent to the GS-14 and GS-15 grade levels. This position has a control point; thus, the salary range for this position is capped at GS-15, step 05 which is currently equivalent to $168,479.
