Come to the Minnesota Department of Health (MDH) and join the dedicated teams in the Health Regulation Division (HRD) focused on protecting the health and safety of Minnesotans by monitoring compliance with the many laws and rules designed to protect them.
The Health Assistant Division Director is part of a four-person management team in the HRD Director's Office accountable for the planning, development and implementation of HRD’s regulatory responsibilities, policies, legislative goals, and strategic direction, all with the common objective to protect the public.
Key responsibilities include:
+ Work jointly with the Division Director and other Assistant Division Directors to plan, develop and implement the division’s regulatory responsibilities including development of planning policy direction, strategies and priorities for the division to ensure protections of the public.
+ Work jointly with the Division Director and other Assistant Division Directors by representing the division at the legislature, drafting language and testifying at hearings.
+ Supervise section managers within the division as identified.
+ Maintain the Continuity of Operations plan (COOP) and keep managers informed about how to use COOP.
+ Serve as a primary contact for Emergency Services, including Incident Command assignments.
+ Collaborate with HRD Budget staff and the Division management team to determine sufficient budget resources are available.
+ Represent the division on the Health Operations Team (HOT).
+ Assume the duties of the Division Director, along with the other two Assistant Division Directors, in the Director’s absence.
This position is currently eligible for up to 50% hybrid telework for applicants residing in Minnesota or a bordering state within 50 miles of the work location.
Minimum Qualifications
Four (4) years of management or supervisory experience in a public health or human services program.
A degree in Public Health, Public Administration, Law, Management, Healthcare Administration or related field will substitute for experience as follows:
+ Doctorate = 24 months
+ Master's = 18 months
+ Bachelor's = 12 months
+ Associate = 6 months
Minimum qualifications to be assessed during the interview process:
+ Leadership skills, including the ability to manage, guide, and communicate with staff and partners at all levels.
+ Demonstrated planning skills sufficient to plan and organize large projects, prioritize, and make recommendations or decisions on the direction of a project or program.
+ Demonstrated knowledge of diversity, equity and inclusion goals and activities in public sector operations.
+ Ability to oversee budgets.
+ Human relations skills sufficient to develop and foster effective working relationships.
Preferred Qualifications
+ Advanced degree in Public Health, Public Administration, Law, Management, or Health Care Administration.
+ Knowledge of federal and state laws and regulations pertaining to state and local public health facilities.
+ Management experience within a government agency.
+ Knowledge of state and federal care programs and processes, legal and lawmaking processes.
+ Demonstrated experience leading business transformation in a complex organization.
