Minimum Qualifications
Three years of human resources experience; OR
Six years of full-time experience in any field; OR
A bachelor’s degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties
This position serves as the technical specialist of a comprehensive Human Resources Program. The incumbent assists with providing for the efficient and effective operation of the total human resources function for an extremely complex and highly visible state department under the rules and regulations of the Department of Civil Service, state and federal rules, regulations and guidelines, and policies and procedures of the Department of Agriculture and Forestry.
This technical specialist level position provides "one-stop-shop" services, encompassing employee administration (personnel administration and payroll), benefits and staffing for LDAF employees.
+ Independently evaluates, initiates and processes personnel actions.
+ Coordinates and processes all new hires, personnel actions (promotions, transfers, reassignments), separations, etc. in LaGov HCM.
+ Serves as primary contact for receiving and resolving Employee Administration issues/problems for assigned areas of responsibility.
+ Prepares the recruitment budget for review and approval each semester.
+ Responsible for posting vacancy announcements on external recruitment sources and communicating with applicants on the status of their submitted applications.
+ A ssist hiring managers who wish to advertise vacancies via external sources such as newspapers, internet sites, message boards, social media, professional journals, etc.
+ Completes necessary entries in LaGov benefits portal "HRBEN0001."
+ Run, review and research various benefit reports daily to ensure any errors or issues are resolved as quickly as possible.
+ Counsels employees concerning the various employee benefits and benefits options; ensures that employees are informed of all new programs and available coverage within existing programs; assists employees in the proper completion and filing of various benefits, forms, etc.
+ Enrolls and orients new employees with the Department concerning the total benefits package.
Functional Requirements:
• Prolonged sitting at workstation
• Sit over a long period of time at workstation or in a vehicle for travel
• Drive a vehicle to various work locations statewide
• Lifting items such as tools, computer, scanner, luggage or other items used to travel and perform duties/attend classes throughout the state

Appointment Type:
+ Full-time , This position may be filled by probation or by promotion of a classified employee of Louisiana Department of Agriculture and Forestry serving with permanent status.
+ Applicants who are not permanent employees of Louisiana Department of Agriculture and Forestry will be required to serve a probationary period up to 24 months.
Career Progression : This position may be filled as a Human Resources Analyst A, B,C or Specialist, depending on the level of experience of the selected applicant(s).
Compensation : The salary offered will be determined based on qualifications and experience.
Other Benefits:This position is eligible to receive premium pay ($1.00/hour) for every hour physically worked.
