About this Job
The mission of the LSLBC is to protect the health, safety, and general welfare of the public dealing with those engaged in the contracting vocation; to afford such persons an effective and practical protection against the unlawful and fraudulent acts of contractors with whom they contract; and to maintain the integrity of the construction industry. Further, the Board shall monitor construction projects to ensure compliance with the licensure requirements of the statutes.
About this position:
The Louisiana State Licensing Board for Contractors (LSLBC) is seeking a skilled and strategic leader to serve as the Enforcement Analyst Supervisor in the Enforcement Division. Reporting directly to the Administrative Director of Enforcement, the incumbent will supervise a team of Enforcement Analysts in the administrative and operational support of the hearings and adjudications processes for the enforcement of licensing laws, rules, and regulations.

+ Investigation & Case Management:Skilled in reviewing complaints, coordinating investigations, and compiling evidence for legal proceedings.
+ Communication & Public Speaking: Confident in presenting cases before a Board, preparing legal correspondence, and engaging with stakeholders.
+ Project Oversight & Coordination:Highly organized, with experience managing hearings, preparing meeting agendas, and tracking enforcement outcomes.
+ Technical Proficiency: Comfortable working with licensing and case management systems and supporting staff in their use.

Minimum Qualifications
Six years of experience in the issuance, maintenance, or reinstatement of licenses; OR
Six years of full-time work experience in any field plus three years of experience in the issuance, maintenance, or reinstatement of licenses; OR
A bachelor's degree plus three years of experience in the issuance, maintenance, or reinstatement of licenses; OR
An advanced degree plus two years of experience in the issuance, maintenance, or reinstatement of licenses.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
+ Responsible for the productivity and quality of direct reports’ work. Evaluates direct reports’ performance. Determines work assignments, priorities, and procedures for direct reports. Resolves technical problems, entails responsibility for counseling direct reports and finding solutions to problems that direct reports are unable to resolve. Resolves complaints for direct reports.
+ Conducts performance planning and evaluation sessions and recommends appropriate action. Assigns and distributes extra duties when necessary. Trains entry-level staff collectively and on an individual basis to ensure that policies, procedures, and expectations are understood.
+ Makes recommendations for the revision and creation of rules, regulations, policies, and procedures and assists in their implementation.
+ interprets departmental policies and procedures for staff to ensure consistency with state rules, regulations, and guidelines.
+ Attends meetings and/or conferences involving committee and/or Board members to advise relative to licensing and/or continuing education procedures.
+ Assists in a variety of administrative matters by assuming delegated authority in assigned areas.
+ Mediates between the licensing analyst and the complainant and/or contractor in matters related to the adjudication process.
+ Ensures that all licensure division personnel work to full capacity in the adjudication of violations of the contractor licensing law.
+ Supervises the management of case files in preparation for hearings and adjudications for contractors in violation of licensing laws, rules, and regulations.
+ Supervises and coordinates the logistical and operational support for monthly Board meetings, ensuring hearings are conducted in accordance with administrative procedure.
+ Confers with and serves as liaison to other high-level officials in foreign, federal, state, and local governments and agencies relative to agency policies.
+ Reviews current and long-range projects.
+ Communicates with and assists the licensing divisions. This requires constant awareness of the state laws, rules, and regulations, as well as working directly with other state agencies, state boards, federal agencies, board members, and other offices within the department.
+ Assists with reports of compliance with judgments, consent orders, and other agreements between the Board and licensees to present to the Board, Executive Director, and/or Director of Investigations and Enforcement.
