    Job Description

    THIS JOB OPENING IS BEING USED TO FILL CURRENT AND FUTURE VACANT POSITIONS IN THIS CLASSIFICATION AT VARIOUS SHIFTS TO INCLUDE OVERNIGHT SHIFTS, LOCATIONS, AND ASSIGNED DAYS OFF. INCUMBENT WILL BE REQUIRED TO WORK MANDATORY EXTENDED HOURS FOR OPERATIONAL AND WEATHER-RELATED EMERGENCIES.

    Minimum Qualifications:

    Education

    + High school diploma or possession of a high school equivalency certificate (GED).

    Experience

    + A minimum of five (5) years supervisory experience to include at least three (3) years of operations administration.

    Certification/Licensure

    + Commercial Driver's License (CDL)

    Preferred

    + Bachelor's degree in Transportation or Business Administration.

    Mission Essential Designation:

    + In accordance with the Washington Metropolitan Area Transit Authority's Continuity of Operations Plan (COOP) this job has been identified as critical to mission essential functions. Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

    Job Summary:

    The Assistant Superintendent, Street Operations manages the safe, day-to-day delivery of bus service and field operations for the Metrobus system. The incumbent resolves operational problems which may cause delays in service; monitors the completion of daily tasks of subordinates and responds to emergency situations or activities. The incumbent coordinates field activities with the jurisdictional departments of Public Works and Police regarding special events, demonstrations, or any activity that might affect the Authority's delivery of public transit services in the Washington Metropolitan Area.

    Essential Functions:

    + Assists in the overall day-to-day management of bus operations by monitoring bus service, ensuring effective and consistent operating practices; developing and monitoring schedules; and participating in work plan development and staff assignments. Monitors service and drivers throughout the day; adjusts shifts and staffing as necessary and ensures driver adherence to department and federal rules. Coordinates responses to and/or addresses passenger service complaints and emergencies. Collects, compiles and analyzes data, and prepares accident and on- time performance reports.

    + Reviews various reports completed by Bus Operations Supervisors, including accidents, incidents, citations and memos to ensure neatness, legibility, and timely preparation for submission.

    + Manages subordinate supervisory staff in accordance with department established priorities and expectations. Conducts staff meetings to provide information to subordinates regarding operational changes and requirements.

    + Participates in the selection of staff, establishes and reviews employee performance standards and conducts performance evaluations with supervisory staff. Develops performance improvement plans and administers disciplinary actions when appropriate. Conducts investigations and participates in grievance hearings.

    + Provides program, policy, and procedure review training related to transportation functions including, but not limited to: Standard Operating Procedures (SOP) protocols, critical thinking and decision-making, supervisor refresher training, and drug and alcohol compliance.

    Other Functions:

    + Serves as liaison between Department of Bus Transportation and Metro Integrated Command and Communication center (MICC) during emergency situations to implement strategies to mitigate transit service disruptions. Partners with local jurisdictions and internal business partners to establish bus bridges and selected detours and route changes when required.

    + Assists in developing, interpreting and enforcing both Metrobus and Bus Transportation) practices/procedures, policies, programs and regulations related to Authority safety policies, programs and regulations applicable to.

    + Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.
