    Enterprise Technology Services (ETS) is a division of the Idaho Transportation Department, comprised of dedicated professionals deliveringapplication support, project management, and business engagement servicesacross the agency.     ETS currently has an opening for aBusiness Analystposition in the Boise office.

     

    The Business Analyst will be a member of theBusiness Engagement Team, working directly with stakeholders to ensure technology solutions align with agency needs and deliver measurable value. Experience in Agile practices including Scrum, Kanban, and Lean across multiple projects, business analysis, and project management best practices are required.

     

    The selected individual must possess strong verbal and written communication skills to ensure alignment between ITD business needs and delivered functionality. This role will drive the development and enhancement of business processes, refine existing workflows, define business requirements, and ensure clear communication of project and business goals between agency partners and ETS teams.

     

    Please note: The successful candidate will be required to pass a comprehensive fingerprint-based background check specific to the Idaho Transportation Department. Applicants must be authorized to work for an employer in the United States. ETS is unable to sponsor or assume sponsorship of an employment visa or participate in Optional Practice Training.

     

    This announcement will be used to fill an opening for aBusiness Analyst at our ITD Headquarters in Boise,Idaho.

    EXAMPLE OF DUTIES

    + Collaborate with stakeholders to gather and document business requirements

    + Collect user needs through focus groups, process analysis, data analysis, or business requirements meetings

    + Partner with product owners to decompose complex features and enhance the user experience

    + Maintain documentation of requirements, processes, and changes

    + Translate complex business problems into detailed user stories and acceptance criteria to ensure clear understanding of requirements

    + Prioritize and manage product backlogs in collaboration with agency product owners

    + Facilitate communication between ETS teams and stakeholders to ensure alignment and clarity

    + Identify and suggest improvements to processes and workflows

    + Manage and engage with stakeholders at various levels on a regular basis to gather feedback and ensure their needs are met

    + Promote and support agile practices within the team to enhance collaboration and efficiency

    + Lead project planning, daily stand-up meetings, reviews, retrospectives, release planning, demos, and other activities as needed

    + Create project documents and artifacts for new and active projects, such as product charters, product roadmaps, and communication plans in accordance with industry standards

    + Evaluate, define, improve, and establish key performance indicators (KPI) that provide feedback on project delivery performance and outcomes

    + Facilitate project discovery and requirements gathering meetings between ETS and ITD business teams and key stakeholders

    + Develop test plans and procedures to ensure the developed solutions meet the business requirements

    + MINIMUM QUALIFICATIONS

    Good knowledge of:

    + Project management

    + Organizational/business analysis and evaluation

    + Process improvement methodology

    MQ Specialties:

    + Completion of business analysis, project management, or agile certifications (e.g., CBAP, PMI-PBA, PMI-ACP, AAC, or PMP)

    + Each position will require knowledge and experience in a specific program and/or with an automated system tailored to the specific position

    + Some positions may require experience with process engineering methodologies and/or operational processes or a bachelor’s or master’s degree in engineering or business administration with an emphasis on environmental and social sustainability

    + Some positions require some knowledge of supervision

    + Good knowledge of process improvement methodology typically gained by two years’ experience performing requirements discovery, process analysis, and preparing reports and written documents

    DESIRED QUALIFICATIONS

    + 5+ years of relevant industry experience, proficient in scientific problem solving, data collection and analysis, metric development, and reporting results, especially related to bid readiness review data, collaboration with project management teams
