The Idaho Transportation Department is hiring aSenior Environmental Planner - Stormwaterto join our administrative teamlocated in Headquarters Boise, ID.
This position leads ITD’s statewide stormwater compliance program for the Construction General Permit (CGP) and MS4 requirements. The role serves as ITD’s Subject Matter Expert for stormwater regulations, providing technical guidance, policy interpretation, and program oversight to all ITD Districts and HQ sections.
In this role, you will develop and update stormwater policies, produce and deliver training, conduct compliance reviews, and coordinate with local, state, and federal partners such as EPA and IDEQ. This position plays a key part in ensuring ITD projects meet environmental requirements and supports consistent, effective stormwater practices across the state.
EXAMPLE OF DUTIES
+ Lead statewide stormwater compliance programs for the CGP and MS4 permits
+ Provide technical guidance to Districts, Design/Construction, and Maintenance staff
+ Review engineering plans, stormwater reports, and erosion and sediment control measures
+ Conduct construction site and facility inspections for stormwater compliance
+ Interpret stormwater regulations and advise on compliance strategies
+ Review and approve Category E5 Water Quality term-agreement submittals and Qualified Product List products
+ Develop and update ITD stormwater policies, including the BMP Manual, Standard Specifications, and Standard Drawings
+ Coordinate with EPA, IDEQ, and partner agencies on rulemaking, permit development, and guidance
+ Conduct compliance audits, program reviews, and identify training needs and risk areas
+ Develop and deliver stormwater training, including IPDES Inspector and WPCM courses.
+ Manage consultant contracts and develop MS4 interagency agreements.
+ Participate in ITD advisory groups and environmental committees.
+ Monitor the HQ stormwater inbox and support resolution of CGP notices of violation.
MINIMUM QUALIFICATIONS
Considerable knowledge of:
+ Environmental concepts and principles
+ Environmental planning methods and impacts associated with transportation project location, design, and construction
+ Methods involved in collecting, analyzing, and organizing data
Some knowledge of:
+ Engineering concepts relating to environmental planning
Experience:
+ Making public presentations of technical study findings
+ Developing plans for mitigation measures
MQ Specialties:
+ Some positions require a valid driver's license.
DESIRED QUALIFICATIONS
Experience:
+ Interpreting and applying environmental or stormwater regulations, including IPDES/NPDES permits (CGP or MS4)
+ Reviewing engineering plans, technical reports, or erosion and sediment control measures
+ Conducting environmental or construction-related inspections, audits, or compliance reviews
+ Coordinating projects or programs with multiple internal and external stakeholders developing policies, procedures, technical guidance, or program documentation
+ Developing and delivering technical training, presentations, or curriculum
+ Managing consultant contracts, project scopes, schedules, or budgets
+ Working with regulatory agencies such as EPA, IDEQ, municipalities, or partner organizations
Good Knowledge of:
+ Federal and state environmental laws, including the Clean Water Act and stormwater requirements
+ Transportation or construction practices related to drainage, utilities, or erosion control
+ Strong skills in communication, problem-solving, conflict resolution, and stakeholder coordination
