    About the Role

     

    Omaha Public Power District (OPPD) is seeking a Program Manager, NERC Compliance to play a critical leadership role in protecting system reliability and regulatory integrity for a large public power utility. This position has enterprise-wide visibility and influence, partnering across operations, technology, and leadership to ensure compliance is embedded into how the organization works, not just documented.

    Essential Duties

    Consistent Execution: Independently manages routine responsibilities with accuracy and efficiency. Applies sound judgment to solve problems, collaborates effectively with peers, and contributes to team goals through dependable performance.

     

    Lead Enterprise Compliance Strategy: Direct the development, implementation, and evolution of OPPD's NERC compliance framework to drive consistent regulatory adherence across all departments. Establish policies and internal documentation that align with national and regional reliability standards.

     

    Integrate Cross-Functional Risk Controls: Partner with business units to embed internal controls and perform targeted risk assessments. Develop and execute mitigation plans that proactively address compliance vulnerabilities and support continuous process improvement.

     

    Administer Audit Readiness and Regulatory Response: Manage audit lifecycle activities including mock audits, incident reviews, and corrective action plans. Ensure documentation and controls meet both internal and external standards to maintain full compliance visibility and accountability.

     

    Implement Regulatory Change and Standards Monitoring: Monitor and assess emerging NERC and Regional Standards. Lead planning and execution efforts to integrate new compliance requirements seamlessly across impacted business functions.

     

    Cultivate Stakeholder and Industry Relationships: Engage with internal departments and industry committees to build strategic partnerships. Represent OPPD's operational and financial interests in external regulatory forums and influence reliability policy decisions.

     

    Optimize Compliance Processes and Reporting: Utilize compliance application tools, technical documentation, and analytics to enhance compliance workflows and improve processes. Communicate key performance metrics, trends, and risks to stakeholders to support informed decision-making.

    Qualifications

    Qualifications

    Required:

    + High School diploma or GED

    + Ability to acquire and maintain NERC access to applicable OPPD facilities

    + Demonstrated ability to successfully complete essential duties with or without reasonable accommodation

     

    Preferred

     

    + Bachelor's degree in a related field such as Engineering, Science, Management Information Systems (MIS), Cyber Security, or a similar discipline

    + Electric utility or energy industry experience

    + Five (5) years of direct experience with Operations Technology (OT) systems and/or NERC CIP compliance OR five (5) years of direct experience in any NERC Standards Family and/or NERC Operations & Planning Standards compliance

    + Demonstrated leadership of cross-functional teams

    + Strong written and verbal communication skills

     

    Closing Statement

     

    Salary Grade: S8

     

    Minimum: $131,343

     

    Midpoint: $164,179
