    POSITION GENERAL SUMMARY:

    We are seeking an experienced, hands-on Parks Manager to lead the maintenance, care, and continuous improvement of the outdoor spaces that define the Expo Idaho experience. This role oversees all aspects of grounds, landscaping, turf and irrigation systems, hardscapes, and outdoor facility maintenance across the Expo Idaho campus including Ladybird Park and the Park at Expo Idaho.

     

    The Parks Manager provides day-to-day leadership for full-time and seasonal staff, directs the work of contractors, and ensures every outdoor area is safe, welcoming, and maintained to the highest professional standards. This position is responsible for planning, coordinating, and administering all maintenance operations, exercising independent judgment in developing work plans, allocating resources, and implementing best practices that support the mission, operational goals, and long-term vision of Expo Idaho.

     

    In addition to maintaining campus-wide outdoor assets, the Parks Manager plays an essential role in supporting events and public use, ensuring the grounds are event-ready and aligned with departmental objectives and safety requirements. This is a dynamic leadership position for someone who takes pride in creating exceptional outdoor environments and fostering a high-performing maintenance team

    DISTINGUISHING FEATURES OF THE CLASS:

    Under the general supervision of the Director, this position manages all landscape, grounds, and irrigation operations for Expo Idaho and associated parks. The Parks Manager exercises full supervisory responsibility over staff, provides technical and administrative oversight, develops and enforces maintenance standards, and ensures compliance with safety and regulatory requirements. The role operates with significant independence and authority to plan work, allocate resources, and resolve operational issues.

    Essential Functions

    Operations Management & Planning

     

    + Develops annual and seasonal maintenance plans for landscaping, turf, pathways, native habitat areas, irrigation systems, playgrounds, and hardscaped areas;

    + Plans, schedules, and prioritizes work based on weather, seasonal needs, event schedules, staffing levels, and long-term goals;

    + Establishes and enforces high standards for appearance, plant health, public safety, and environmental sustainability;

    + Monitors conditions of grounds, landscapes, facilities, and functional systems; identifies operational needs and directs corrective action;

    + Assists in the development and implementation of policies, procedures, and standards for grounds and parks maintenance;

    + Develops and manages preventative maintenance schedules for irrigation systems, trees, equipment, and park facilities;

    + Provides management and support for maintenance of building and facilities across Expo Idaho campus;

     

    Staff Leadership & Workforce Management

     

    + Hires, trains, supervises, motivates, and evaluates full-time and seasonal staff;

    + Ensures staff are trained in proper landscaping, arboriculture, irrigation, safety, equipment operation, and customer service practices;

    + Assigns work, monitors performance, and ensures compliance with department standards, safety protocols, and productivity expectations;

    + Plans and coordinates optimal use of full-time staff, temporary personnel, Sheriff’s Labor Detail crews, and contractors to meet operational needs;

    + Promotes a safe, inclusive, and professional work environment;

     

    Irrigation, Landscape & Arboriculture Oversight

     

    + Oversees installation, maintenance, inspection, and repair of pressurized irrigation systems and related components;

    + Directs irrigation scheduling to promote plant health and efficient water use;

    + Interprets irrigation and landscape plans, schematics, and maps; ensures accurate location and repair of lines and components;

    + Coordinates semiannual tree inspections with arborist consultants; ensures proper care, pruning, planting, and removal practices in accordance with ANSI A300 standards;

    + Oversees inspections of playgrounds and natural play elements and ensures corrective action is taken when needed;

    + Performs maintenance activities, which may include: mowing, planting, raking, pruning, mulching, fertilizes, pulling weeds, applying soil conditioning, and watering of trees, shrubs and native plantings, etc.;

     

    Contract, Vendor, and Resource Management

     

    + Coordinates with vendors, contractors, and consultants to support maintenance, repairs, arborist work, irrigation services, and specialty projects;

    + Purchases and manages inventory of tools, materials, supplies, chemicals, and equipment required for landscape and grounds operations;

    + Develops specifications for contracted work and monitors contractor performance;

    + Ensures compliance with federal, state, and local regulations governing pesticide application, irrigation use, equipment operation, and environmental protection;

     

    Safety, Compliance & Documentation

     

    + Maintains strict adherence to safety standards for equipment operation, tree care, pesticide and herbicide use, and public-area maintenance;

    + Ensures staff follow applicable safety protocols, including PPE requirements, hazard communication, and equipment operation guidelines;

    + Oversee accurate recordkeeping for inspections, maintenance activities, chemical applications, repairs, and inventory;

    + Ensures compliance with County policies, departmental procedures, and regulatory requirements;

     

    Customer Service & Interdepartmental Coordination

     

    + Communicates effectively with staff, clients, event management, and the public;

    + Coordinates with Events, Security, and other County departments to support facility needs before, during, and after events on the Expo Idaho campus;

    + Responds to inquiries and resolves operational concerns in a professional manner.

    ADDITIONAL FUNCTIONS:

    + Provides support for other staff to accomplish needed tasks special events, including logistics and grounds readiness;

    + Oversees work assigned to Sheriff’s Labor Detail crews in compliance with County policies;

    + Performs related duties as required.

    Job Requirements

    + High school diploma or equivalent; coursework or certification in horticulture, arboriculture, turf management, irrigation, or related fields preferred;

    + Six (6) years of progressively responsible experience in landscape, grounds, or parks maintenance, including tree and irrigation operations; four (4) years in a supervisory or crew lead capacity;

    + Experience with buildings and facilities maintenance preferred;

    + Possess or have the ability to obtain an Idaho Pesticide Applicator’s License within 60 days of hire;

    + Knowledge of landscape maintenance practices, irrigation systems, arboriculture, tree biology, and ANSI A300 standards;

    + Knowledge of maintenance methods for grounds, facilities, buildings, and outdoor public spaces;

    + Knowledge of workplace safety practices, hazard communication, and proper handling of hazardous materials;

    + Ability to read and interpret technical documents, landscape plans, and service manuals;

    + Ability to plan, direct, and evaluate the work of staff and contractors;

    + Ability to communicate effectively, provide excellent customer service, and maintain productive relationships with coworkers, partner departments, and the public;

    + Ability to safely operate vehicles, equipment, and tools necessary for parks operations.

    OTHER REQUIREMENTS:

    + Must possess and maintain a valid Idaho driver’s license;

    + Ability to work a flexible schedule, including evenings, weekends, holidays, and overtime, with 24-hour on-call availability as needed;

    + Required to attend Sheriff’s Labor Detail safety training twice per year;

    + This position is designated safety-sensitive and is subject to random drug testing.

     

    Work Environment & Physical Demands

     

    + Work is performed onsite at Expo Idaho in indoor and outdoor environments;

    + Exposure to inclement weather, uneven terrain, heavy equipment, noise, dust, chemicals, and live animals;

    + May be required to use PPE including safety shoes, hearing protection, respirators, and face shields;

    + Work may require standing, bending, kneeling, climbing, and lifting up to 50 pounds;

    + Occasional work at heights up to 60 feet and in hard-to-access areas;

    + Operates tools and equipment requiring care and attention to avoid injury.
