    Job Description

    This is a non-merit position. Candidates must follow the instructions in the "To Apply" section.

    The Department of Management (DOM), Division of Information Technology (DoIT) is seeking a highly skilled and motivatedAttorney 3to provide legal counsel and strategic guidance on a wide range of legal matters. This role supports the State Chief Information Officer (CIO) and DOM Director, working closely with internal leadership, the Attorney General’s Office, and external stakeholders to ensure legal compliance and effective governance across IT operations, acquisitions, and contracting.

     

    What You Will Do

     

    + Provide legal advice and research on complex issues impacting DOM and DoIT operations.

    + Review, draft, and negotiate contracts, agreements, statements of work (SOWs), and grant documents.

    + Lead large-scale IT contract negotiations and ensure compliance with state and federal laws.

    + Coordinate with the Attorney General’s Office on litigation, legal reviews, and contract matters.

    + Mediate grievances and advise on administrative policies and legal interpretations.

    + Support IT stakeholders (state agencies, local governments) with legal guidance on procurement, cybersecurity, and digital equity programs.

    + Prepare responses to rule waiver petitions and assist in rulemaking and legislative analysis.

    + Represent DOM and DoIT in audits, compliance reviews, and public/legal forums.

    + Deliver professional development, Q&A sessions, and legal briefings to internal and external audiences.

    + A licensed attorney with strong knowledge of public procurement, administrative law, contract law, and IT-related legal issues.

    + Demonstrated experience in negotiating and managing complex contracts and legal agreements.

    + Ability to interpret and apply Iowa Code, administrative rules, and federal regulations.

    + Excellent communication skills, both written and verbal, with the ability to present legal concepts clearly.

    + Strong analytical and decision-making skills with a high degree of accuracy and attention to detail.

    + A collaborative mindset and the ability to work effectively with diverse stakeholders.

    Working Arrangement

     

    This position requires onsite work in Des Moines, IA each week. Employees meetingallexpectations of their work responsibilities may request remote work and develop a hybrid/remote schedule collaboratively with their manager.
