    Under the direction of the Manager of Technical Services, the Point of Care Supervisor oversees Point of Care Testing (POCT) for all service areas within and outside the hospital, conducts onsite inspections of Hospital Healthcare Centers and will assist with regulatory compliance. Maintains and monitors Laboratory Quality Assurance programs. Provides necessary support to implement technical business initiatives. Assists with equipment acquisitions and implementation for POCT. Supervises personnel and makes recommendations for employment. Maintains adherence to policies and procedures. Coordinates training and teaching activities of the department and performs miscellaneous duties as assigned.

    EDUCATION AND EXPERIENCE REQUIREMENT(S):

    + Must be licensed as a Clinical Laboratory Technologist by the New York State Education Department

    + Bachelor’s or higher degree in a department-registered clinical laboratory technology licensure program, or the equivalent

    OR

    + Bachelor’s or higher degree in biology, chemistry, or the physical sciences AND an advanced certificate in clinical laboratory technology

    OR

    + Bachelor’s degree in natural sciences or two years of acceptable experience working in a clinical laboratory while licensed as a histotechnican.

    + ASCP Board Certified through successful completion of Medical Laboratory Scientist exam

    + Must meet NYS Department of Health qualifications for Laboratory Supervisor as stated in Public Health Law Part 58.1-1.5.

    + Previous experience working in Point of Care preferred

    + Three years’ experience in a supervisory role preferred.

    PRIMARY RESPONSIBILITIES OF THE POSITION:

    Safety

     

    + Adheres to infection control, safety, fire and disaster policies and procedures

    + Adheres to all PPE procedures

    + Routinely performs supply checks and rotates inventory to avoid using expired product

    + Adheres to hand hygiene policies

    + Handles and stores chemicals in accordance with laboratory safety procedures

     

    Operations

     

    + Perform all required POCT test procedures using various automated and manual methods

    + Perform preventative maintenance and troubleshoot instrument problems as necessary

    + Perform, evaluate, troubleshoot, and document proper quality control procedures

     

    Regulatory/Quality Assurance

     

    + Visits testing locations announced and unannounced to perform periodic audits/mock surveys to identify processes/procedures that do not meet regulatory standards. Works with staff and department managers to correct the issues identified. Reports findings to lab administration and other hospital departments as necessary.

    + Works with laboratory leadership on monitoring of POC Quality Indicators. Identifies new indicators to monitor that will improve POC lab services. Reports findings to lab administration and other hospital departments as necessary.

    + Visits testing locations announced and unannounced for review of documentation.

    + QC Logs and patient accessions logs are reviewed for accuracy and completion of documentation.

    + Ensures testing sites have appropriate PT program and ensure that PT is completed by due date.

    + Ensure compliance with hospital policies, DOH and JCAHO regulations. Review regulations and implement processes to meet regulatory compliance. Train testing site personnel on regulations so compliance is understood.

    + Investigate and document errors or adverse events related to POCT. Lead root cause analyses and implement preventive measures.

     

    Supervision/Leadership

     

    + Provides direct oversight of the Point of Care Department. Maintains awareness of all activities in the department and takes appropriate action to ensure smooth, efficient workflow.

    + Performs performance evaluations using documented information concerning employee performance. Completes evaluations in a timely manner. Prepares and conducts disciplinary action as appropriate. Completes stay interviews annually.

    + Approves timecards and manages employee payroll system. Reviews and approves all time off requests.

    + Responsible for periodic review and development of SOPs in PolicyStat

    + Oversees Point of Care Testing for onsite and offsite service areas. Monitors testing at all sites within the hospital.

    + Maintain orientation, training and competency records for POCT technologists. Revise as needed. All data is maintained in an organized fashion for review and inspection purposes.

    + Work with hospital representatives to monitor program and implement changes. Communicate with hospital staff involved in training. Ensure changes in protocols are understood. Provide in-service material when necessary.

    + Assist with equipment acquisition and implementation. Assist supervisor with regulatory compliance needs

    + Works with lab IT department on computer updates and changes to meet department service needs

     

    Patient Care

     

    + Follows all HIPPA privacy and security policies

    + Ensures accurate and timely results are provided

    + Actively engages with providers and pathologists when abnormal results are obtained

     

    Clerical

     

    + Responsible for answering calls as needed

    + Perform all required functions in RALS and NovaNet (e.g. flagged result evaluation, reagent lot number management, operator certification, etc)

    + Able to read and document thermometer results daily on refrigerators, freezers, incubators and room temperature monitors

    + Oversee inventory management for POCT supplies. Communicates supply needs as necessary.

    + Manages annual POCT proficiency testing program renewal for moderately complex testing.

     

    Customer Service

     

    + Act as a liaison between laboratory, nursing, and clinical staff for POCT-related matters.

    + Participate in interdisciplinary committees and meetings regarding POCT.

    + Maintains open lines of communication professionally and respectfully

    + Provide reports and feedback to laboratory and hospital leadership.

     

    Ownership

     

    + Supports and accepts hospital policies, decisions, and changes

    + Reads all department and organizational communication in a timely manner

    + Regularly attends staff meetings

    + Completes all mandatory hospital and department- based competencies within the required time frame Follow hospital policies and procedures that relate to mandatory education, annual health assessment, and licensure verification.

    + Completes DOH requirement of 12 hours of continuing education

    + Able to communicate openly and transparently with peers and supervisors

    Notes:

    The Supervisor of Point of Care Testing plays a critical role in ensuring the quality, accuracy, and regulatory compliance of laboratory testing performed at the patient’s bedside or near-patient environment. Leveraging the expertise of a medical technologist, the supervisor supports the clinical team and enhances patient care through leadership, technical proficiency, and dedication to excellence.

    PHYSICAL REQUIREMENTS:

    Should be able to push/pull, lift/move 35 lb., be able to perform moderately difficult manual manipulations such as using a keyboard, writing, and filing for extended periods of time, must be able to perform tasks which require hand-eye coordination such as data entry, typing and using photo copiers. Mobility requirements may include the ability to be stationary at a workstation for a prolonged period of time in addition to being able to squat or be mobile for a reasonable length of time and distance. Communication requirements include the ability to comprehend the spoken English language in addition to being able to communicate and read the English language.

    Salary Range: $33.71-$50.56 /hour Pay is based on experience, skills, and education. Exempt positions under the Fair Labor Standards Act (FLSA) will be paid within the base salary equivalent of the stated hourly rates. The pay range may also vary within the stated range based on location.
