Office of Enforcement – Orders Division/Monroe District
The Engineering Regulatory Division is responsible for inspecting oil and gas wells and the associated facilities to ensure compliance with LAC 43:XIX.Subpart 1 (Statewide Order No. 29-B, the processing of Unit Termination applications (Statewide Order No. 29-L-3), and the approval of Unit Survey Plats.
Additionally, the Division is responsible for implementing and administering the Oilfield Site Restoration Program [LAC 43:XI.Subpart 2] as well as the Underwater Obstruction Removal Program [LAC 43:I.Subpart 2].
LOCATION AND POSITION INFORMATION:
The Petroleum Scientist Manager 2 serves as the Monroe District Manager for the Office of Enforcement and is responsible for the administration and management of all aspects of the district office budget, purchasing and acquisition, operation of office facilities, and staffing and personnel issues for a workforce totaling 11 employees. The incumbent is also responsible for the regulation of all oil and gas activity in the area of the state comprised of approximately 10,901 square miles, which contains approximately 13,800 active oil and gas wells. The incumbent regulates oil and gas industry activities in the Monroe District. Work involves administering, supervising, and providing guidance to all district employees responsible for inspecting and monitoring existing oil and gas drilling and production facilities to ensure compliance with agency and regulations on and the state law.
Minimum Qualifications
A bachelor’s degree in a geoscience field or engineering plus five years of experience in the evaluation of oil and gas drilling, oil and gas production and/or oil and gas transportation, mining engineering or geology; OR
A master's degree in a geoscience field or engineering plus four years of the required specialized experience; OR
A doctorate in a geoscience field or engineering plus three years of the required specialized experience.

Job Duties and Other Information
Job Duties:
This position has the authority to grant variance to operators of the requirements of LAC 43:XX Chapter 1 (General Operations Provisions) if warranted. The incumbent is also responsible for processing permits for new oil and gas wells and facilities. A vast knowledge of local production practices, drilling, and surface geologic formations is required to perform these duties. Incumbent manages the District activities in support of the Oilfield Site Restoration (OSR) Program on behalf of the OSR Manager. This individual also directs the efforts of the district office staff responsible for monitoring the submission of forms, reports, and permits required of operators conducting operations within the district, as well as serving requests of the public and oil industry personnel needing access to Office of Enforcement records.
This incumbent serves as an advisor to the oil and gas industry regarding department policies and practices and communicates daily with industry engineers, geologists, landmen, attorneys, landowners, drilling consultants, and other professionals. Incumbent performs all duties independently and receives general supervision from a Petroleum Scientist Administrator.
Duties and responsibilities include, but are not limited to the following:
+ Serves as Monroe District Manager
+ Prepares and monitors the District Office budget.
+ Represents the Office in all matters related to office facility operations, planning, and maintenance.
+ Determines job factors, prepares performance expectations, rates employee performance, counsels employees on job performance, and prepares or reviews PES Forms on all district employees.
+ Exercises broad oversight for contracts using Oilfield SiteRestoration funds and provides indirect supervision to contractors engaged in site restoration activities.
+ Resolves industry disputes and problems concerning drilling, completion, production, transportation, unitization practices, and permitting and reporting procedures. Handles district responsibilities associated with the administration of the Oilfield Site Restoration Fund, Act 404 of 1993, pertaining to orphan wells and related facilities.
+ Reviews permit-to-drill applications for new wells to be drilled in search of oil and gas for well spacing requirements, unitization restrictions, directional drilling conditions, minimum casing requirements (to ensure protection of the USDW - underground source of drinking water), and for technical accuracy.
+ Provides technical and engineering assistance/advice to industry; informs the public and interested parties on state statutes, department rules and regulations, and the general policies pertaining to the oil and gas industry.
+ Investigates requests made by the public and industry concerning production inequities, drilling and completion practices, environmental concerns, and other problems by overseeing the assignment of a specific CES to the task or by personally visiting the drill site or production facility.
+ Reviews application to amend drilling permits, depending on the requested amendment action, that directly affect an operator's authority to produce, transport liquid products, competitive equities, drilling locations, etc.
+ Works closely with the Engineering Administrative Division - Production Audit Section regarding overproduction, production without an allowable, unauthorized movement of liquid product, as well other illegal acts by oil and gas operators.
+ Performs all other duties as assigned.
