Summary The incumbent will serve as a principal staff action officer for the technical development of the Information Enterprise Architecture (IEA) structure and integrated strategies that provide the guidance to inform an evolving Target State (capabilities) describing an IEA mapped to the current Visible State, capturing the Information Technology management authoritative sources to enable IT PfM processes (analysis & visualization). Lead the technical development of Architecture Frameworks and Meta Models at the Department level which prescribes roles and responsibilities for implementation of architecture frameworks at the Component level. 2. Research Artificial Intelligence (Al) solutions for technical implications and implementations into realizable outcomes and propose solutions to address any identified issues. 3. Lead or conduct highly complex analyses and manages projects to ensure architectures and standards support reengineering, modernization and investment as part of an overall integrating process. 4. Conduct technical evaluation on Information technology, Portfolio Management (IT PfM) strategies and translates them into both positive and negative technical solutions. 5. Develop the mathematical relations or algorithm for developing the Meta Model for the Architecture Framework providing the schema for semantic data for architecture interoperability. Requirements Conditions of Employment Qualifications In order to qualify for this position, you must meet the requirements described below. Basic Requirement for Computer Scientist: Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in: 1. Executing the design of algorithms and data structures to solve complex computational problems; 2. developing Information Technology Architecture Frameworks and Meta Models; and 3. conducting data analysis and providing recommendations for improvements. This recruitment provides promotion opportunity to the target grade of the position (GS-15) without further competition when selectee is eligible and recommended by management. Duties described reflect the full performance GS-15 level. If not selected at the full performance, duties will be performed in a developmental capacity under close supervision.
