This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. _This position exists to support DHS’ mission of building trusting relationships with Minnesota Health Care Programs (MHCP) enrollees across the state by developing a new member engagement program focused on the fee-for-service population. The incumbent will lead HCA’s communication with and engagement of MHCP fee-for-service enrollees as it relates to health benefit coverage. The Consultant will also lead the development of a new member engagement strategy to inform health benefit policy development, revision and implementation across the agency. This will include leading and supporting the development of highly visible external resources, identifying and advocating for opportunities for proactive member engagement within HCA, and developing and implementing a comprehensive strategy for member engagement to inform health benefit policy development and implementation. This position involves navigating politically sensitive relationships and representing agency views in meetings with external partners._
Minimum Qualifications
Three (3) years’ experience in health policy demonstrating:
+ Working in project management, program coordination, and/or policy implementation
+ Working with communities eligible for Medical Assistance.
Preferred Qualifications
+ Experience developing health-related communications products.
+ _Ability to manage complex projects with multiple partners, timelines, and deliverables._
+ _Strong facilitation and communication skills, including the ability to coordinate diverse partners and translate technical or policy information into accessible language._
+ _Familiarity with public sector programs, data equity initiatives, or community-based research._
+ _Understanding of basic data concepts (e.g., data disaggregation, equity-focused data use); technical expertise is not required but ability to coordinate with data professionals is essential._
+ _Strong organizational skills and attention to detail, with the ability to track progress, flag issues, and adapt plans as needed._
+ _Knowledge of the diverse communities enrolled in MHCP, including barriers to equitable data collection and approaches to inclusive engagement._
+ Variety of experiences working effectively with others from different backgrounds and cultures.
