Salary: $75,000-$95,000

Purpose of Role
The Director of Constituent Services embodies the office’s commitment to service and accountability. They are the lead on working with groups and organizations, and organizing efforts, while managing the community team in resolving individual constituent cases. They provide leadership and guidance to the entire community-facing team, linking ground-level issues to the office's policy agenda to ensure that every resident interaction is managed with dignity.
Role Summary & Reporting Structure
This is a leadership position responsible for managing the high-volume resident service program, overseeing the daily administrative functions of the District Office, and providing direct supervision to the community team. The Director of Constituent Services is the operational link between community organization, block clubs and residents and the services of the City, translating between policy goals and community needs. Reports directly to the Chief of Staff (CoS). Works closely with the Special Events Manager.
Time Commitment
This is a full-time salaried position. The nature of constituent service and community engagement requires flexibility, and attendance will be required at community meetings and public events outside of traditional hours, including evenings and weekends.
Examples of Duties
Responsibilities are focused on maintaining accountability, and maximizing engagement with the community. The position’s responsibilities include, but are not limited to the following:
A. Constituent Casework and System Oversight
+ System Management: Oversee the constituent management system, including intake, tracking, follow-up, and resolution to all resident concerns to ensure maximum Accountability and data integrity.
+ Issue Resolution: Serve as the liaison between residents and city departments, social service agencies, and private entities, advocating effectively to resolve complex issues related to basic city services, housing, and other critical needs.
+ Correspondence: Draft letters, emails, and informational materials for constituents based on established office guidelines, ensuring all communications are clear and uphold the value of Transparency.
B. Community Relations and Strategic Linkage
+ Liaison and Representation: Represent the Council Member at community meetings and events, accurately communicating the office's position and legislative progress.
+ Relationship Development: Develop and maintain collaborative relationships with community organizations, City department leaders, and other stakeholders to enhance service delivery and advance community-centered priorities.
+ Facilitate Policy-Community Linkage: Act as the critical liaison between the community team and the policy team, managing communication regarding community and city projects, new ordinances, and legislative initiatives that directly affect District 7 residents.
+ Resource Dissemination: Oversee the identification and production of resources for residents, proactively connecting community members with information on services, senior services, and youth programs.
C. Team Leadership and Supervision
+ Community Team Oversight: Provide supervision to the rest of the community team (e.g., Community Organizers, Special Projects staff), including setting performance goals, conducting regular check-ins, and managing staff development to optimize team effectiveness.
+ This position may encompass supervising interns (depending on the team’s needs and the number of intern participation.) This includes, although not limited to: preparing projects, meeting with students regularly, as well as meeting with college supervisors as needed.
+ Strategic Alignment: Ensure the community team's activities and outreach efforts are strategically aligned with the office's core values and legislative commitment areas, such as Equity and environmental justice.
D. District Office Operations
+ Office Management: Oversee the daily operation of the District Office, including ensuring opening and closing procedures are followed to maintain a professional and accessible environment.
+ Administrative Management: Manage the office’s main communication channels, including mail, phone, and voicemail systems, ensuring swift delegation and response.
+ Inventory Coordination: Work with the Chief of Staff and Office Manager to order supplies and manage inventory necessary for smooth office functions and community events.
Minimum Qualifications
We are seeking a passionate, community-driven, and accountable professional who shares our commitment to District 7 and has a proven track record of successful public Service and team leadership.
Required Expertise
+ Minimum 5 years of professional experience preferred.
+ Demonstrated experience in a high-volume constituent service, social service, or public-facing case management role.
+ Proven expertise in overseeing and operating a constituent relationship management (CRM) or case-tracking system.
+ Experience in a supervisory or team leadership capacity, with the ability to manage staff performance and output.
+ Exceptional organizational skills, with attention to detail and a solution-focused approach to problem-solving.
+ Strong written and verbal communication skills necessary for professional liaison work and drafting clear, accessible constituent materials.
+ Deep knowledge of Detroit's City government, community structure, and an authentic passion for the well-being of its residents.
+ Bilingual ability (Spanish or Arabic) is a plus.

Supplemental Information
Salary: $75,000-$95,000
Final salary will be determined based on the successful candidate's experience, skills, and qualifications, as well as the specific contract type offered and the requirements of this senior-level role.

RETIREMENT BENEFITS
City Employees Retirement System
As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:
• Completion of thirty (30) years of service;
- At age sixty (60) if you have at least ten (10) years of service, or
- At age sixty-five (65) with eight (8) years of service.
• In the event of disability, other eligibility rules apply);
- An early, actuarially reduced, retirement is offered after you have attained at least twenty-five (25) years of service;
• Employees are vested after ten (10) years of service, regardless of age.
