Salary: $65,000-$85,000

Purpose of Role
The Special Projects Manager is responsible for driving the Council Member's highest priorities and complex initiatives. This position exists to translate Denzel McCampbell's vision into organized, actionable policy development, managing policy and issue-based work groups, and serving as the primary facilitator for organizing and co-governance engagement across the district.
Role Summary & Reporting Structure
Due to the strategic nature of special initiatives and the need for community organizing and engagement, the role requires a flexible schedule. Reports directly to the Chief of Staff (CoS) and works closely with the Council Member and Director of Constituent Services.
Time Commitment
This is a full-time salaried position. Due to the community-centered nature of the work, the role requires a flexible schedule that includes the ability to work some early mornings, evenings, and weekends to support community meetings and events.
Examples of Duties
Responsibilities are focused on ensuring the office is accountable to the community and transparency through all communications. The position’s responsibilities include, but are not limited to the following:
A. Policy Strategy & Project Management
+ Lead the project management of all special initiatives, in collaboration with the Chief of Staff and Director of Constituent Services, including developing project plans, timelines, and tracking measurable outcomes for priority projects.
+ Coordinate and facilitate policy and issue-based work groups (e.g., focused on housing or climate change) that include staff, residents, and expert stakeholders.
+ Collaborate with the CoS on the office's response to complex development or policy issues (e.g., large-scale zoning changes, infrastructure spending) through detailed research, analysis, and strategic intervention.
+ Develop and execute a strategy for co-governance engagement, building sustained relationships with community leaders, advocacy groups, and other organizations to collaboratively shape policy.
+ Design and implement organizing strategies to build political power around the Council Member's commitment areas (e.g., equitable public transit, environmental justice).
+ Work with the Director of Constituent Services to plan events and forums that are directly tied to special projects and policy advocacy.
B. Community Engagement and Program Coordination
+ Plan and execute all district events, ensuring they are community-centered, accessible, and directly relate to the office's commitment areas (e.g., public safety forums, equitable transit town halls, senior service drives).
+ Develop and distribute informational marketing materials for all events, initiatives, and key policy updates.
C. Strategic Communications and Media Relations
+ Manage and run all external office communications (digital, print, and in-person) to ensure a high level of transparency and accessibility.
+ Collaborate with the Constituent Services Director to build the email subscriber list, create and maintain a robust newsletter and information channels that clearly convey office updates and service information to residents.
D. Administrative and Support
+ Create and maintain an environment of professionalism and fluid communication within the Executive Team, ensuring information flows accurately between the Council Member and staff.
+ This position may encompass supervising interns (depending on the team’s needs and the number of intern participation.) This includes, although not limited to: preparing projects, meeting with students regularly, as well as meeting with college supervisors as needed.
Minimum Qualifications
We are seeking a passionate, community-driven, and accountable professional who possesses a deep understanding of urban policy, grassroots organizing, and shares our commitment to District 7.
Required Knowledge and Experience
+ Minimum 3-5 years of professional experience in policy development, community organizing, or project management in a political or advocacy environment.
+ Exceptional strong written and verbal communication skills, with the ability to translate complex policy into accessible community language.
+ Proven ability to exercise sound judgment in all phases of analysis, prioritizing the most important problems when dealing with voluminous amounts of information.
+ Demonstrates high integrity, a strong work ethic, and a focus on accountability to the people.
+ Must be a self-motivated team player who is solution-focused and approaches challenges proactively.
+ Ability to recognize personal biases and think critically about how to overcome these in their work, ensuring all communication and engagement promotes genuine equity.
Desired
+ Proven familiarity with social analytics tools and data-driven methods for measuring engagement.
+ Bilingual proficiency (Spanish or Arabic) is a plus.
+ A self-motivated individual who is a team player and is passionate about tangible change for Detroiters and the wellbeing of its residents.
+ Demonstrates high integrity and a focus on accountability to the people.
+ Ability to multitask, prioritize workload, and maintain a strong work ethic.
+ Approaches challenges pro-actively and is solution-focused.

Supplemental Information
Salary: $65,000-$85,000
Final salary will be determined based on the successful candidate's experience, skills, and qualifications, as well as the specific contract type offered and the requirements of this senior-level role.

RETIREMENT BENEFITS
City Employees Retirement System
As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:
• Completion of thirty (30) years of service;
- At age sixty (60) if you have at least ten (10) years of service, or
- At age sixty-five (65) with eight (8) years of service.
• In the event of disability, other eligibility rules apply);
- An early, actuarially reduced, retirement is offered after you have attained at least twenty-five (25) years of service;
• Employees are vested after ten (10) years of service, regardless of age.
