    Summary You will serve as a FINANCIAL MANAGEMENT ANALYST in the FINANCIAL MANAGEMENT DEPARTMENT of NAVCOMTELSTA SAN DIEGO. This is a RE-ADVERTISEMENT of Announcement Number: ST-12832578-26-SLR. This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f. Responsibilities You will perform a range of functions in the financial management of communications fiscal year accounts for both Department of Defense and private party telecommunication commands to properly and accurately execute the command’s annual budget. You will conduct all financial activities related to budget execution such as soliciting and submitting inputs for the annual budget formulation with agility to respond to data calls during its review by higher authority. You will identify problem areas and recommend solutions and necessary changes. You will receive, screen and recommend approval, disapproval or modification of financial documents based on availability of funds and compliance with regulatory regulations. You will maintain Job Order Numbers to include various accounts. You will collect funding on assigned accounts while monitoring daily until the current fiscal year concludes and accounts are closed. Requirements Conditions of Employment Qualifications Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by: -Experience analyzing trends, developing solutions and presenting findings on the apportionment of funds. -Experience monitoring execution and performance against a budget plan. -Experience analyzing and resolving routine financial and procurement problems. -Experience utilizing various financial and procurement systems and the relationship to the flow of funding. -Experience presenting financial and procurement status orally and written reports utilizing Microsoft Office Products or other financial systems. This position is within the Work Category PROFESSIONAL at Work Level FULL PERFORMANCE, Series and Grade GG-0501-11. Education SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: Successfully completed a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution; OR Successfully completed 3 full years of progressively higher graduate level education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution; OR Successfully completed an LL.M. degree that is related to the position being filled. COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements for the position. Additional vacancies may be filled by this announcement. Overtime may be required based on mission/workload or other deadlines and may include evenings, weekends and holidays. In accordance with DoDI 1400.25, Volume 3005, Section 3.15, all employees newly appointed to a CES position will serve a 3-year probationary period. Permanent and term employees currently serving in a probationary period in the competitive service or a probationary or trial period in the excepted service will complete the period as prescribed in their original conditions of employment in the new CES position if they transfer without a break in service or are promoted, demoted, or reassigned to a CES position.
