Description
The City of Norfolk's Department of Public Works Division of Environmental Storm Water Management is seeking an experienced Project Manager who will assist with the maintenance and repairs to the City’s flood mitigation systems. This position will manage the projects to support the long-term planning for coastal and precipitation flooding addressing the City’s flood reduction and resiliency goals, as well as water quality regulatory mandates. The position will also oversee the design process by managing project planning studies, implementing approved construction programs, coordinating design work with other city departments and customers, and approving drawings and specifications for storm water capital projects.
The Department of Public Works builds, maintains, and operates the physical facilities that support and enhance the lives of Norfolk’s citizens, businesses, and visitors, including the City’s Street Network, Traffic Management System, Storm Water System, Waste Management, and Recycling.
The Division of Environmental Storm Water Management addresses long term sustainability by performing infrastructure upgrades and maintenance to reduce tidal flooding, updating, and expanding the infrastructure, implementing large-scale flooding projects and implementing water quality improvement projects.
Essential Functions
Essential functions include but are not limited to:
+ Manages the City’s multiple pump stations, flood walls, and flood gate systems.
+ Coordinates City crews and contractors to ensure preventative maintenance, inspections, and repairs are being made in a timely and cost-effective manner.
+ Prepares or reviews technical construction plans, specifications, and cost estimates. Interprets maps, plans and technical specifications for capital improvement projects.
+ Coordinates engineering studies, plans, material specifications, material and labor cost estimates, and construction schedules. Provides technical support to in-house Operational and Environmental staff.
+ Oversee the design process by managing project planning studies, implementing approved construction programs, coordinating design work with other city departments and customers, and approving drawings and specifications for storm water capital projects.
+ Manages the administration of projects, including inspection of activities, review of project schedules, coordination of design changes, review of change order proposals, and processing of contract documents and invoices.
+ Compiles and analyzes data to determine trends and compliance with program outcomes. Develop plans of actions to correct program deficiencies and ensure program efficiency and effectiveness.
+ Ensures the program remains in compliance with federal, state, and local policies, procedures, guidelines, permits and other regulatory mandates. Represents the City during program audits. Monitors new or modified regulations, guidance or laws and ensures program modifications to sustain compliance.
+ Assists with overseeing the inspection of private and public storm water management facility installation in accordance with state specifications and approved site plans. Ensure routine inspections and maintenance records are maintained.
+ Addresses citizen concerns by communicating information, inspecting sites, determining remedies, coordinating with field personnel, and managing call response databases.
+ Perform duties by providing public information, receiving citizen inquiries and complaints, investigating problems, developing solutions, participating in public meetings, providing status reports, attending inter and intra departmental meetings and serving on committees.
+ Work requires the ability to perform general math calculations such as addition, subtraction, multiplication, division, algebra, and engineering calculations.
+ Work requires the ability to create presentations, publications, specifications, ordinances, letters, correspondence, tracking forms, e-mails, technical reports, and memos.
+ Work requires the ability to exercise considerable initiative and independent analytical work.
+ Requires normal hearing, peripheral vision, and depth perception to safely work in right-of-way with high volume of vehicular traffic or on construction sites.
+ Work requires the ability to walk, stoop, climb, lift, and traverse difficult terrain such as construction sites and shoreline areas.
+ Requires ability to work in adverse weather conditions, including extreme hot and cold temperatures, sometimes under emergency conditions.
+ Requires the ability to work on open water, at severe heights, around high voltage, and in confined space.
Education/Experience
Work requires specialized knowledge in a professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
Five years' experience in a related field; or an equivalent combination of education and experience.
Preferred Education/Experience:
+ Engineering (mechanical engineering or mechanical engineering technology).
+ More than five years of engineering related experience.
Additional Information & Requirements
+ Preferred candidate will hold an Engineer in Training (EIT) or Professional Engineer (PE) Certification.
+ Certified Floodplain Manager certification preferred.
+ Virginia Department of Environmental Quality (VDEQ) Storm Water Management Site Plan Review or Combined Administrator Certification preferred.

If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
+ The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
