BASIC FUNCTION:
This is a professional position that involves managing, monitoring, coordination and evaluation of services provided in the Adult Education Program. This program manager monitors and supports educational programs, and works with community members and staff to ensure an effective and efficient service delivery system. The quality of services, the effectiveness of service providers and the awareness of program efficiency is a basic responsibility of this worker. The work is performed under the general supervision of a designated supervisor. Does related work as required.
RESPONSIBILITIES:
+ Conducts teacher evaluation and site visits to review program effectiveness.
+ Manages and evaluates the adult education services provided.
+ Assists in preparing and processing contracts, grants, and program plans as assigned.
+ Maintains positive relationships with various sites that host space for programs including facilities agreements, memorandums of understanding and liability forms.
+ Creates and manages the budget for all programs including, but not limited to, Adult Basic Education, High School Equivalency, and English-as-a-second Language.
+ Implements an open-enrollment process for adult learners that includes educational services as well as career development and wrap-around services.
+ Acts as a liaison between local, state, and private community-based agencies.
+ Serves as a BOCES representative in community meetings and events to assist in community needs assessments.
+ Secures educational sites throughout Albany to provide educational services.
+ Ensures all educators have required credentials and 14 hours of professional development through the Regional Adult Education Network.
+ Provides additional training and supervision to all teachers and support staff.
+ Monitors and evaluates program data through various program database programs and creates reports.
+ Submits and maintains accurate record keeping of all NYSED financial forms.
+ Explores additional funding sources to support program services that expand adult services;
+ Keeps and maintains records and makes reports.
+ Good knowledge of federal, state and local laws, rules and regulations applicable to Adult Education.
+ Good knowledge of modern principles and practices of public administration.
+ Good knowledge of database management.
+ Ability to work effectively with both professional and non-professional personnel.
+ Ability to prepare and write grant applications and to monitor and administer programs.
+ Ability to prepare reports and maintain records.
+ Initiative and resourcefulness; tact and courtesy.
+ Physical condition commensurate with the demands of the position.
Job Qualifications
+ Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree, and
+ Four (4) years of experience in Adult Education programming, workforce development and/or continuing education.
SPECIAL REQUIREMENT: Must possess a valid NYS driver’s license at time of appointment and maintain throughout employment.
The selected applicant will be subject to a fingerprint supported criminal history background check in accordance with SAVE Legislation effective July 1, 2001.
Vacancies are filled by a certified list provided by Albany County Civil Service. Should no certified list be available, candidates appointed to this position will be serving in a provisional appointment in accordance with New York State Civil Service Law. The candidate must successfully complete a competitive examination and be eligible for appointment in accordance with Civil Service Law and the Civil Service Rules for Albany County to obtain a permanent appointment.
