Summary This supervisory role with PHMSA’s National Center of Excellence for LNG Safety oversees daily operations, facilities, and programs that enhance Federal expertise in LNG safety. The position leads initiatives providing resources, guidance, and collaboration across agencies, industry, and the public to advance safe practices, innovation, and effective regulation nationwide. Responsibilities As a Supervisory General Engineer (Liquified Natural Gas (LNG)), you will: Lead and coordinate programs that strengthen Federal expertise in LNG facility operations, management, and safety practices; implement initiatives that provide Federal and industry stakeholders with a central repository of resources and guidance on operational best practices; and foster collaboration across government agencies, industry partners, and public stakeholders to promote safe practices, innovative solutions, and effective regulatory activities advancing LNG safety and operational excellence nationwide. Supervise 4-6 staff (GS-9 or higher). Develop performance standards, assign work, evaluate performance, resolve informal complaints, and recommend staffing actions (appointments/promotions/reassignments/details). Lead the National Center’s business operations and project management. Develop project plans, manages budgets and resource allocations, establish standard operating procedures, and implement process improvements to improve efficiency and outcomes. Lead multi-agency, cross-functional initiatives. Coordinate teams, sets program priorities aligned with the Director, and provide implementation support of activities consistent with program objectives and within established timelines. Provide senior technical and strategic advice on LNG operations and safety. Review technical documentation and proposals to advise agency leadership, stakeholders, and partners on federal LNG safety programs and policy decisions. Serve as principal liaison and communications lead. Maintain networks across OPS, PHMSA, federal/state regulators, industry, and public stakeholders. Prepare technical reports, briefings, and correspondence materials to support program execution. The ideal candidate for this position is an experienced manager and team leader who has developed and executed national programs that produced measurable successes and improvements. As the Supervisory General Engineer for the National Center, you will supervise professional staff, lead business operations and project management, and coordinate multi‑agency initiatives to advance program priorities. You will possess strong skills to resolve sensitive, controversial and complex topics, while assessing, identifying, and recommending solutions that balance Agency requirements with stakeholder needs. This role requires strong technical judgement in LNG operations and safety to advise senior leadership, excellent oral and written communication skills, proven ability to build consensus across diverse stakeholders, and a mission driven, collaborative team player. PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed). SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed). TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience requirements. To qualify for the Grade 14, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include: Experience in trends and conditions in the Liquified Natural Gas (LNG) industry, laws and regulations that define the Federal LNG safety programs and applying the concepts, principles, and methods associated with LNG safety. Experience in program and project management techniques to optimize business operations and analyze an organization’s processes to increase efficiency and effectiveness. Experience serving as a team leader or supervisor, such as developing performance standards; resolving informal complaints or grievances; making recommendations on personnel actions (e.g., promotions, reassignments, details, etc.); and affecting disciplinary and adverse actions. Experience developing and managing project plans, budgets, resource allocations, schedules, audits, performance, and implementation/communication plans. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. Communications and Media - Knowledge of the production, communication and dissemination of information and ideas to inform and entertain via written, oral, and visual media. Managing Human Resources - Plans, distributes, coordinates, and monitors work assignments of others; evaluates work performance and provides feedback to others on their performance; ensures that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner. Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Education MANDATORY EDUCATION REQUIREMENTS: A. DEGREE: ENGINEERING --To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. COMBINATION OF EDUCATION AND EXPERIENCE -- College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive). All applicants must meet the education requirements under A or B to qualify for applying to an engineering position.
