Description
The City of Detroit’s Development and Investment Division is seeking a professional with experience in data analysis and housing policy to manage the team’s multifamily housing data. The Housing Data Analyst will join a 50-person team dedicated to funding, supporting, and incentivizing development and preservation of affordable housing throughout the City of Detroit.
Under supervision of the Division’s Director of Data & Operations, the Housing Data Analyst will act as the Lead Data Steward across the Division. They will conduct tasks to maintain, analyze, and improve our multifamily data systems such as coordinate on data updates, manage external data inputs, develop connections between existing systems and new/improved processes for data management, build new data tools to meet the needs of the Division, and draft responses to internal and external requests for data. This position is a unique opportunity to leverage data and policy analysis skillsets in the context of developing and preserving affordable housing throughout the City of Detroit.
Examples of Duties
+ Manage timely and accurate recurring data updates and monitor Division-wide data locations for timely data management and accuracy;
+ Analyze multifamily housing construction, financing, and subsidy data from a variety of data sources and formats for reporting, performance management, and impact messaging;
+ Draft clear, concise, and effective responses to requests for data from internal and external partners;
+ Build and maintain new database tools, dashboards, etc. to assist the Division in reaching outlined goals;
+ Develop and continuously improve systems for data maintenance with stakeholders across the Division;
+ Troubleshoot data issues and build new spreadsheets by crafting formulas in Smartsheet and Excel;
+ Assist Division stakeholders in understanding generated analysis, data tools, and systems, counsels them on their use, and finds ways to improve functionality based on input.
+ Collaborate with the Department of Innovation and Technology and internal HRD partners on systems maintenance and troubleshooting, data coordination, and development of new data tools;
+ Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of program operations in meeting established goals and objectives.
+ May review, revise, or provide feedback on the work of Program Analyst II or below
Minimum Qualifications
+ Bachelor’s degree from an accredited college or university, with major course work in urban planning, public policy, public administration, real estate development, community development, urban studies, economics, business administration, data science, information technology, or closely related field.
+ Minimum of 2 years of professional experience including project management related activities and systematic review, analysis, interpretation, and evaluation of housing data and/or policy
+ Working knowledge of data applications and tools such as Excel, ArcGIS Online, Tableau, Smartsheet, etc.
Supplemental Information
Working knowledge of more advanced data applications and tools such as R, Snowflake, SQL, etc.
This is a Temporary Administrative Special Services (TASS) position.

The City of Detroit is pleased to continue to provide a medical plan option to our Administrative Special Services Employees for the 2020 plan year. This plan is provided by Blue Care Network of Michigan and utilizes their PCP Focus Network. This plan provides you with the opportunity to receive an enhanced level of benefits and pay less out of your paycheck for your medical plan. There are two important requirements that you should consider and understand if you should decide to enroll in this plan. You will have to choose a primary care physician that serves within the PCP Focus network. This primary care physician coordinates your care. The network includes over 22,000 Primary Care Physicians. There are also Wellness Requirements that you (the subscriber) must meet in order to remain in the enhanced level of benefit.
Administrative Special Services Staff (Exempt) are eligible for the following benefits:
+ CURRENT SICK LEAVE – Granted (3) months of continuous service. (1) day per month, not to exceed (12) days per year.
+ VACATION – Granted (1) day per pay period, not to exceed 20 days per fiscal year
+ PAID HOLIDAYS – Granted if paid for 600 straight time hours in the (12) months prior to the holiday
+ MILEAGE REIMBURSEMENT - Granted on same basis as regular employees.
+ WORKERS COMPENSATION – Covered by applicable laws.
+ UNEMPLOYMENT COMPENSATION - Covered by applicable laws.
+ HOSPITALIZATION – You are eligible to purchase healthcare benefits for yourself and your dependents under a group rate. You will be responsible for the full premium, no employer contribution will be applied. Please review the Health Care Plan Options Booklet for more detailed information.
+ This position is not eligible for the City Pension Plan, dental, vision, optical, death, life, disability, funeral, reserve sick or jury duty.
Administrative Special Services Staff (Non-Exempt) are eligible for the following benefits:
