    Position Overview and Responsibilities:

    In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position.

     

    This position is a core member of the Office of Resilience and Coastal Protection’s (ORCP) Beach Management Funding Assistance (BMFA) Program and will conduct organizational studies and evaluations on office procedures providing technical assistance and developing procedures to assist in the operations of the program to be more efficient and effective; providing technical, planning, procedural and budget recommendations to the BMFA Administrator, and provides program guidance and staff oversight in the absence of the BMFA Administrator.

    In consultation with the BMFA Administrator, perform the following:

    + Assists in the oversight of BMFA Grant Managers in collaboration with the BMFA Administrator. Provides staff training/assistance with contract and grant management, as needed. Interprets and explains policies, rules, regulations, and laws to project managing. Supports in the oversight of all BMFA contract and grant agreement requirements including but not limited to scopes of work, grant work plans, and deliverables. Reviews and will ensure grants are in compliance with state and or federal laws, policies, and procedures. Serves as a team lead in matters related to beach and inlet projects.

    + Provide assistance with all matters of Local Government Funding Requests (LGFR). Accommodates training on project assessments, calculation of state cost share, and criteria calculations. Helps in the creation of LGFR reports and reviews for correctness and completeness.

    + Aid in the development of the FDEP Salesforce grant database as it relates to the BMFA program. Ensure that all necessary data related to BMFA contracts and grant agreements is entered into the system accurately and completely. Creates ad hoc reports at the request of the BMFA Administrator and other FDEP leadership.

    + Analyzes internal processes and assists with implementing agency or program-wide procedural and policy changes to improve operations. Assists in developing and implementing accountability and quality control procedures related to section activities.

    + Manages assigned BMFA contracts and grant agreements. Prepares, maintains, and updates FACTS workbooks for all agreements and ensures Salesforce and other tracking platforms are updated accordingly. The position serves in matters related to beach and inlet projects, in which utilizing knowledge of Florida/DEP environmental policies and procedures will serve as a project and grant manager beach and inlet related grant agreements for projects. Coordinates directly with other DEP staff, federal agencies, and local authorities to facilitate successful completion of projects. Manages the review, approvals, and processing of administrative and technical aspects of assigned projects. Conducts site inspections of projects, as required.

    + Reviews local sponsor reimbursement requests for completeness and correctness. Ensure that all required documentation is received and approved correctly. Confirm that all funding information is accurate.

    + Represents the Office of Resilience and Coastal Protection (ORCP) at public meetings and discussions. Conducts public hearings, workshops, and educational forums, as needed.

    + The incumbent of this position is a member of DEP’s Disaster Response Team and in this capacity, may be required on short notice to perform duties and travel in support of emergency disaster efforts.

     

    The position also coordinates with the other sections and program areas of the Department in pursuit of the overall mission to preserve, restore and protect the beach and coastal systems of Florida.

     

    Performs other duties as assigned.

    Required Knowledge, Skills, and Abilities:

    Skilled in methods of collecting, compiling, organizing, and analyzing data

     

    Ability to demonstrate a working knowledge of administrative and project management principles and practices

     

    Skilled in the use of current scan, print, fax, and other forms of electronic communication and data management equipment

     

    Skilled (high proficiency) in the use of current personal computers and applications, particularly the entire Microsoft Office Suite

     

    Skills in typing words and numbers into spreadsheets, presentations, electronic documents, etc.

     

    Ability to consistently demonstrate positive and effective teamwork

     

    Ability to correctly determine work priorities and ensure timely completion of work, projects, and assignments with minimal errors

     

    Ability to exercise sound independent judgement and utilize problem-solving techniques

     

    Ability to consistently demonstrate participation and facilitation in professional and effective written and verbal communication

     

    Knowledge of terminology, techniques and principles of coastal management and environmental restoration

     

    Ability to plan, organize, and oversee program activities

     

    Ability to understand and apply applicable rules, regulations, policies, and procedures to assigned projects

     

    Skilled in the use of GIS-based computer programs

     

    Knowledge of OCULUS and other document management systems both electronic and manual

     

    Knowledge of concepts, terminology, and principles of grant management

     

    Ability to demonstrate exceptionally high levels of computer and typing literacy and efficiency

    Minimum Qualifications:

    + At least seven years of verifiable related experience. Post-secondary degrees from an accredited college or university may be used as an alternative for the required seven years of experience on a year-for-year basis.

    + Florida Certified Contract Manager (within 12 months of hire pending availability of courses)

    + A valid driver license.
