    MINIMUM REQUIREMENTS:

    A bachelor's degree from an accredited college or university and four (4) years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work.

    A master's degree from an accredited college or university can substitute for one year of the required experience.

     

    Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.

     

    Requires possession of a valid Class E driver license.

    JOB DUTIES:

    GENERAL STATEMENT:This is a professional position responsible for the management of human resource functions in the Division of Plant Industry. Serves as the personnel liaison for the Division of Plant Industry to the Bureau of Personnel Management in the Florida Department of Agriculture and Consumer Services.

     

    Personnel Management

     

    Manages the human resource section of the Division of Plant Industry and coordinates with managers and human resource liaisons in emergency program field stations and other specialized programs and bureaus. Provides daily direction and management of all human resource planning, recruitment and selection, performance evaluations, time and attendance, classification and pay, employee relations, workers’ compensation, records management and human resource research related activities within the division.

     

    Strategy Partner

     

    Serves on the Director’s strategy team. Compiles information and prepares reports regarding recruitment and selection, position allocations, salary rate, budgeted positions and other specialized reports as assigned. Reviews, analyzes, recommends or develops internal practices and policies related to human resource management. Advises the Director regarding human resource problems within the division and recommends or formulates solutions.

     

    Business Partner

     

    Provides support to managers and supervisors in all divisional program areas. Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures. Travels to remote division functional units as delegated or directed.

     

    Guides division managers and supervisors in employee relations, recruitment and selection or classification and pay transactions. Recommends approval or denial of these transactions. Represents the Division Director on human resource issues as delegated or directed.

     

    Develops and disseminates procedures as necessary to manage emergency program employee transactions. Examples include Other Personal Service (OPS) pay plan, employee relations policy, time and attendance procedures, payroll reconciliation procedures, position establishment and auditing procedures, and others, as required.

     

    Training & Development Partner

     

    Develops or directs the development and delivery of specialized training within the division related to procedures or policies, employee relations and development, forecasting and planning, performance evaluations, grievance handling or other human resource related subjects.

     

    Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner.

     

    Represents the division or responds to special issues or projects.

     

    Performs related work as assigned.

    KNOWLEDGE, SKILLS, AND ABILITIES:
