Summary You will serve as a SUPERVISORY EMERGENCY MANAGEMENT SPECIALIST in the EMERGENCY MANAGEMENT DEPARTMENT of COMMANDER, NAVY REGION NORTHWEST. Responsibilities You will research and analyze resources (e.g. radiation monitoring, decontamination/refurbishment requirements, equipment, sheltering, mobilization, Disaster Preparedness, and Emergency Operations training available, etc.). You will provide technical guidance; identify training needs; interview and select candidates for vacancies; recommend promotions; approve leave; recommend awards and resolve disciplinary issues. You will develop and direct projects and programs to affect labor, budgets, programs, and Emergency Management interests of the agency and other federal agencies or organizations, tribal, state, or local governments, and/or public organizations. You will coordinate plans/excercises under simulated emergency conditions and execute/implement these plans under real-world emergency conditions. You will develop and present local training material, courses, etc., in accordance with established training guidance and training requirements to personnel. You will facilitate emergency planning efforts related to short and long term plans, identify and implement readiness improvements, and recommend policy. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing, drafting and reviewing new, or modifying existing policy for an Emergency Management program to meet legislative and higher headquarters requirements; 2) Coordinating projects with major stakeholders; 3) Evaluating equipment, funding and personnel requirements versus resources to determine vulnerabilities and mitigations; 4) Providing briefs to leadership for decision making; 5) Developing organization structure, policies, goals and objectives for a specific Operational program; and 6) Supervising an Emergency Management program to achieve mission objectives and ensure task accomplishment. The following coursework is required at the time of application per CNIC 3440.17, Navy Installation Emergency Management Program: ICS 100 - Introduction to the Incident Command System (ICS) ICS 200 - Basic Incident Command for Initial Response ICS 300 - Intermediate ICS for Expanding Incidents ICS 400 - Advanced ICS Command and General Staff - Complex Incidents ICS 402 - ICS for Executives and Senior Officials ICS 700 - Introduction to National Incident Management ICS 800 - National Response Framework If you do not possess all of the above certifications and you have not attached a copy of your transcript or certifications, you will be rated ineligible.
