Summary This position is located in the Office of Human Resources, Immediate Office of the Superintendent, United States Merchant Marine Academy (USMMA), Maritime Administration (MARAD). This position is established as Director, Office of Human Resources at the Academy. This position leads the development and implementation of the Human Capital Plan, Strategic Recruitment Plan, the Succession Leadership Plan, and Human Capital Accountability Systems. Responsibilities These Human Resources initiatives are designed to meet Maritime Administration, Department of Transportation, Office of Personnel Management, Chief Human Capital Offers Act (CHCO) of 2002, and legislative requirements. As the Supervisory Human Resources Specialist, you will be: Be responsible for oversight and administering a comprehensive Human Resource Management program including recruitment and staffing, position management and classification, and employee benefits, and to work with Headquarters Employee/Labor Relations Specialists on employee relations matters, labor-relations, and Human Resources management operations. Supervise and direct a team of HR professionals, setting priorities, evaluating program effectiveness, and implementing improvements to ensure efficient delivery of HR services. Oversee a comprehensive HR program encompassing staffing and recruitment, position management and classification, employee benefits, and workforce planning. Lead the development and implementation of human capital strategies, including workforce planning, succession planning, and accountability systems, in alignment with agency and OPM requirements. Serve as a principal advisor to senior Academy leadership on complex and sensitive HR issues, including workforce shaping, organizational restructuring, and labor/employee relations. Interpret and apply federal HR laws, regulations, and policies, and provide authoritative guidance to executives, managers, and staff to support mission accomplishment. The ideal candidate for this position will serve as the Academy Human Resources Director and is responsible for planning, prioritizing, and assigning work; collaborating with peers and subordinates to assure effective advisory services; and otherwise ensuring continuous progress toward stated goals are met. SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed). TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience requirements. To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include: Experience supervising or leading HR professionals while managing the full range of HR functions—including staffing, classification, benefits, and workforce planning—ensuring compliance with federal laws and policies and influencing operational improvements. Experience leading the development, implementation, or evaluation of human capital strategies and plans (e.g., workforce planning, succession planning, talent management, accountability systems) to align with OPM’s Human Capital Framework and agency goals. Experience serving as a principal or trusted advisor to senior executives on HR issues in at least two of the following areas: workforce shaping, organizational restructuring, policy development, or labor/employee relations, and providing authoritative guidance on statutory or regulatory interpretations. Ability to influence, motivate, and challenge others; adapts leadership styles to a variety of situations.
