Visit www.atf.gov Responsibilities The primary purpose of this position is to provide expert technical advice to senior management, supervisors and employees on a wide variety of payroll and related pay and leave administration issues. Serves as a human resources specialist and subject matter expert for the Payroll and Processing Branch primarily working with the Time and Attendance Program, WebTA, and colleterial systems such as the National Finance Center system, with an emphasis on error prevention and resolution. As a Human Resources Specialist (Information Systems), GS-0201-13 your typical work assignments may include: As a WebTA System Administrator, responsible for the transmission of all Bureau Time and Attendance records to the National Finance Center (NFC) in order to generate all Bureau employee paychecks. Provides expert technical advice to supervisors, managers, timekeepers and employees in a wide variety of payroll related issues. Monitors and reviews WebTA system and NFC personnel and payroll databases to ensure accurate processing of records and the updating databases. Evaluates program operations areas, identifies problems, and makes corrections to resolve personnel and payroll time and attendance problems. Develops and conducts necessary training to effectively process payroll and time and attendance actions in NFC and WebTA. Serves as a liaison to internal and external auditors and provides response to audit staff questions regarding their review of samples and WebTA system design and develops process enhancement. Qualifications Additional Conditions of Employment: To qualify for 13, candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-12 GS-13 - You qualify if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal, State, or Local government or equivalent public or private sector experience, performing the following duties: Managing, updating, and overseeing human resources and payroll systems, records and databases such as WebTA and NFC systems; AND Providing technical assistance to employees, managers, and staff on Federal personnel laws, regulations, policies, and procedures; AND Evaluating personnel and payroll administration databases and conduct case reviews. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume.
