Summary This position is located in the Indian Affairs (IA), Deputy Assistant Secretary Indian Affairs (DASM), Office of Facilities, Property and Safety Management (OFPSM), Division of Facilities Management and Construction (DFMC) located in Albuquerque, New Mexico. The incumbent serves as a General Engineer/Architect within one of the Engineering Services Branches of DFMC. Responsibilities Serves as the Contracting Officer's Representative (COR, Awarding Official's Technical Representative (AOTR), and/or the Grant Awarding Official's Technical Representative (GAOTR) for DFMC managed projects. Prepares complete solicitation packages (e.g. statement of work, statement of objectives, statement or requirements, conceptional drawings) with design guidelines for projects to be designed by A and E services or design-build contractor. Conducts project management responsibilities such as: developing architectural and engineering ( A and E) statements of work; project schedules, cost estimates, budgets; technical design reviews and analysis of drawings and specifications. Ensures project compliance with contract provisions and standards; proposes contract changes and modifications; recommends final acceptance of work and prepares closeout documents. Coordinates and secures archaeological, historical preservation, environmental, and other clearances prior to construction and monitors project compliance with building and safety codes and standards through document reviews and site visits. Responds to inquires and attends meetings with Tribal leaders, law enforcement officials, private interests, state officials, and other federal officials to present projects, describe impacts and to ensure adherence to schedules and designs. Requirements Conditions of Employment Qualifications GS-11: To qualify at the GS-11 grade level, you must have one year of specialized experience at the GS-09 grade level or equivalent to the next lower grade level performing the following: 1) Assisting in managing construction projects from the planning and design phase to the close out phase; 2) Preparing or reviewing cost estimates and schedules for design and construction projects; and 3) Preparing project information materials for briefings. OR: Three full academic years of progressively higher-level graduate education or a Ph.D. or equivalent doctoral degree or a L.L.M. in a related field of study. OR: A combination of specialized experience and education that totals 100% of the experience requirement. GS-12: To qualify at the GS-12 grade level, you must have one year of specialized experience at the GS-11 grade level or equivalent performing the following: 1) Managing construction projects from the planning and design phase to the close out phase, (2) Preparing cost estimates and/or budgets and schedules for design and construction projects, (3) Preparing and presenting project information orally and in writing; and 4) Coordinating work with staff in an engineering or architectural field. All qualification requirements must be met by the closing date of this announcement. One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education which shows the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. The full performance level of this position is GS-12.
