Summary You will serve as a SUPERVISORY IT SPECIALIST (SYSANALYSIS) in the INTELLIGENCE, SURVEILLANCE & RECONNAISSANCE DIVISION, CODE H5600 of NAVWARSYSCEN PACIFIC SAN DIEGO CA. Responsibilities You will coordinate branch heads’ inputs and prepares division briefs, quad charts, weekly highlights and the critical projects list for division head review. You will oversee projects and programs, provides assistance, advice, and guidance where problems exist or are developing, makes decisions on work problems and administrative proposals or requirements, and works closely with other supervisors. You will draft division submissions for awards and personnel actions, responds to data calls, performs various administrative approvals and serves as a credit card Approving Official (AO) as required. You will conduct oversight in the areas of planning, engineering, design, installation and testing of C4ISR products and assists the division head with the management of C4ISR projects within the division, including project engineering etc. You will manage engineering and computer project assignments that require a wide range of knowledge of system and computer requirements and techniques and advises management on major aspects of system designs. You will lead, manage, communicate, solves problems, and build teams through the use of strong administrative, leadership, and management skills Requirements Conditions of Employment Qualifications I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: The DEPOPS coordinates branch heads' inputs and prepares division briefs, quad charts, weekly highlights and the critical projects list for division head review. The DEPOPS will perform management studies, analyses, and assessments and will be responsible for studies at various stages of completion utilizing different methods/procedures to accomplish results. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Selectee will coordinate with and adhere to guidance promulgated by the associated local NIWC Pacific competency lead. Manages a group of seven branch heads, supporting integration of advanced C4ISR technologies oversees embedded engineering/scientist support for sponsors. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Selectee is responsible for tracking Continuous Process Improvement efforts within the division to implement direction provided by the division head. Oversee implementation of standard department processes, objectives and strategies with a focus on efficiency and Balanced Scorecard (BSC) metrics to continuously monitor the overall operations of the division and provide recommendations on process improvement efforts. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: The DEPOPS conducts oversight in the areas of planning, engineering, design, installation and testing of C4ISR products and assists the division head with the management of C4ISR projects within the division, including project engineering, technical design, system integration, production, testing and logistics support. Oversees complex division projects on C4ISR equipment systems and subsystems and developing new concepts and uses of material/hardware/software/tactics. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level GS-13 or pay band NM-04 in the federal service or equivalent experience in the private or public sector Serve as subject matter expert providing technical and project management oversight. Developing and implementing system designs. Analyzing systems and providing resolution to improve performance and efficiency. Providing supervision and/or leadership to engineers and/or IT specialists. Knowledge and application of systems engineering design and enterprise architecture. Education Additional Information This position is in the Science & Technology Reinvention Laboratory (STRL) Human Resource Management System pay band for Department of Defense laboratories. The pay schedule for all Supervisor Positions will be NM-2/3/4/5/6. This position is eligible for ad-hoc/situational telework at the discretion of management. This is a Cyberspace Workforce position, work role code SUPERVISORY IT SPECIALIST (SYSANALYSIS), proficiency level advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies. This position is covered by the Department of Defense Priority Placement Program. Additional vacancies may be filled by this announcement.
