Summary This position is located in the Office of the Secretary of War, DoW Chief Information Office (DoW CIO), Office of the Deputy Chief Information Officer for Resources and Analysis (DCIO (R&A)), Resources, Program, and Budget (RPB) Directorate. Responsibilities Incumbent typical work assignments may include the following: 1. Coordinate, analyze, and develop the DoW CIO internal program objective memorandum (POM), budget estimate submission (BES), and President's budget (PB). 2. Develop the DoW CIO budget justification materials in accordance with previously approved DoW CIO planning and programming activities. 3. Execute and monitor the DoW CIO internal budget: to include develop, track, and reconcile active appropriation allocations, spend plans, reprogramming actions, procurement/purchase requests, unliquidated obligations, inter/intra agency agreements, obligation and expenditure progress against approved execution plans and OUSW(C) published benchmarks, travel, and training. 4. Implement program and budget review (PBR) decisions, as necessary. 5. Conduct meetings and discussions with key DoW CIO staff, OMB, other Federal agencies, and congressional staff to determine the relative importance and soundness of requests for assistance, available or new authorities, program budget estimates, and financial plans. 6. Manage the collection, validation, and submission of financial data required for external reporting, ensuring accuracy, completeness, and adherence to established timelines and reporting guidelines. Proactively identify and address potential discrepancies or data quality issues to maintain the integrity of reported information. Requirements Conditions of Employment Qualifications In order to qualify for this position, you must meet the requirements described below. You may qualify at the GS-14 level, if you fulfill the following qualification requirement: GS-14 Specialized Experience: One year of specialized experience which includes: 1. Advising on resource related matters to senior officials and staff; 2. Conducting analysis of current and future year budget plans and financial matters; and 3. Providing responses to budget inquiries from senior leaders. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You may qualify at the GS-15 level, if you fulfill the following qualification requirement: GS-15 Specialized Experience: One year of specialized experience which includes: 1. Providing policy guidance on resource related matters; 2. Advising on all aspects of budget formulation, preparation, and execution; and 3. Developing and presenting budget justification materials to senior officials. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience. This recruitment provides promotion opportunity to the target grade of the position (GS-15) without further competition when selectee is eligible and recommended by management. Duties described reflect the full performance GS-15 level. If not selected at the full performance, duties will be performed in a developmental capacity under close supervision.
