Position Description:
Directs, plans, coordinates and supervises the operation and activities of a specialized unit or small department; develops and implements policies and procedures, administers the budget, organizes tasks and sets priorities. Serves as liaison with university personnel and community at large. Works under general supervision with broad latitude for initiative and independent judgment.

Major/Essential Functions:
+ Assist the CHIO and Sr. Director with departmental Health Informatics and Analytics strategic planning, goals, and objectives.
+ Collaborate with leadership across all TTUHSC El Paso operating divisions (Clinical Administration, Clinical Operations, MPIP, Research, Clinical Departments, Information Systems, Information Technology, External Stakeholders, etc.) to drive health informatics and data-driven healthcare delivery
+ Manage TIPPS program and execution: Operational, reporting, meetings, report development, and financial requirements.
+ Assist with quality programs such as MIPS and HEDIS in database creation, maintenance, data processing, storage, and internal and external stakeholder interactions.
+ Lead the programming development of new Key Performance Indicators reports and dashboards.
+ Analyze data and propose strategies to achieve quality improvement goals
+ Lead analytics projects in line with the department's strategic objectives for Clinical Administration, Clinical Operations,MPIP, and Research areas.
+ Lead data descriptive analyses projects.
+ Collaborate with initiatives taken by the Institutional Data Governance Committee.
+ Manage and maintain the Enterprise Data Warehouse.
+ Lead data cleaning and validation initiatives.
+ Assess tools required to develop institutional analytics projects.
+ Facilitate data on request for various departments
+ Collaborate with the Sr. Director and CHIO to implement health informatics projects.
+ Collaborate with the initiatives taken by the Clinical Systems Users Group (CSUG) committee.
+ Assist with clinical applications-related project initiatives
+ Remain current with all licensures, certifications, and mandatory compliance and training requirements for this position.
+ Adhere to all policies, procedures, and practices (Regents Rules, TTUS, HSECEP OPs, etc.).
+ Personally demonstrate, display and act in accordance with TTUHSC EP's Values (Service, Respect, Accountability, Integrity, Advancement, and Teamwork). Serve as a Value's leader while actively promoting and encouraging staff across the institution.

Preferred Qualifications:
+ Master's Degree in Health Informatics, Computer Science, Information Technology, Business Computer Systems, Actuarial Sciences or related field strong plus.
+ 5 or more years of data analysis work experience in a medical/clinical environment
+ Working knowledge of health informatics-related projects
+ Working knowledge of HEDIS quality measures
+ Ability to utilize and apply stratification to computerized electronic medical records
+ Proficient in MS Access and MS Excel
+ Knowledge report writers such as Tableau Desktop
+ Knowledge of SQL syntax for data extraction
+ Knowledge of statistical software such as SAS Knowledge of at least one industry standard EHR (Electronic Health Records) system
+ Knowledge of at least one practice management and medical billing system.
