    As the MAXIS Data Analyst, you will generate complex data and analysis for state budget forecasts and fiscal notes for the Minnesota Family Investment Program and Supplemental Nutrition Assistance Program. This position also coordinates the administration of statistical reporting to the Food and Nutrition Service at the U.S. Department of Agriculture. The position is responsible for validation of both the process to extract complex administrative data and to ensure it meets federal requirements.

     

    The position functions within a fast-paced and dynamic policy environment, interpreting regulations and guidance, modifying reporting systems, and generating on-demand analysis to inform department leadership. The position provides advanced quantitative and policy analysis to inform program design, improve service delivery, and assess the economic and social impacts of safety net programs on low-income families.

    Responsibilities include but are not limited to:

    + Serving as primary data expert to DCYF staff and generating complex data necessary to modify state budget forecasts to reflect legislative and policy changes.

    + Developing, implementing and maintaining Minnesota’s system for meeting the federal reporting requirements of the Supplemental Nutrition Assistance Program.

    + Representing the State and maintaining relationships with federal program staff and auditors in an honest, competent, and helpful manner to ensure that accurate data and adequate information regarding Minnesota’s Supplemental Nutrition Assistance Program is communicated to federal officials.

    + Designing and executing analyses in response to ad hoc requests for program data from the Division Director and staff, legislative staff, academic researchers, and management and staff of counties and tribal nation human services.

    Minimum Qualifications

    Four (4) years of experience in developing and implementing system and data collection objectives, specifications and methodologies. Applicants who meet the experience requirements will be further evaluated based on the following during the interview process:

     

    + Comprehensive knowledge of the MAXIS and/or MEC2 data system (or similar eligibility system for public assistance), data structure, data relationships, and processes.

    + Experience in computer programming languages and software tools including SQL and/or R.

    + Developing and implementing system and data collection objectives, specifications, and methodologies.

    Preferred Qualifications

    + Ability to research and interpret federal reporting requirements from the United States Department of Agriculture and the Department of Health and Human Services.

    + Experience with any of Minnesota’s food assistance, family cash assistance and child care assistance programs’ data, rules and procedures.

    + Knowledge of Data Privacy laws.

    + Experience in designing, administering, and troubleshooting data models in a relational database system.

    + Demonstrated understanding of the roles and inter-relationships of local, state, federal, and community agencies in the administration of public programs.

    + Ability to translate and simply present complex information to management and non-technical staff, including data visualization.

    + Variety of experiences working effectively with others from different backgrounds and cultures.
