THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $135,000.00 - $145,000.00
The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.
The Office of Information Technology (OIT) division has the responsibility to provide high-quality, reliable, sustainable technology services and support to meet the needs of the families and children we serve through ACS and its vendor partners and other city agencies. The Center for Technology Ideation and Management (CFTIM) unit devises the IT strategy and roadmap, bringing to fruition transformative and innovative technology solutions that are aligned with the Agency's missions. This is accomplished through four key areas Relationship Management, Technology Ideation, Enterprise Architecture, and Project Management.
ACS OIT is seeking an experienced Senior Program Manager to deliver large-scale, complex, enterprise-wide projects. Reporting to the PMO Director within the Center for Technology Ideation and Management unit, the Senior Program Manager will collaborate with third party systems integrators, IT staff, other business divisions within ACS, and executives in the orchestration and organization of activities. This position requires leadership, confidence, independent action, initiative, a sense of urgency, openness to feedback, ability to make decisions and manage target outcomes.
Program, Project Planning and Execution
- Based on solution identification, determine the project approach and resource requirements including the definition of team roles and responsibilities, evaluation of skills and bandwidth, acquisition and onboarding of staff and vendor resources.
- Participate in the procurement of products and services including creation of RFPs, scoring of responses, selection of vendors and contract negotiation.
- Independently manage several complex software and infrastructure programs and/or projects concurrently from initiation to completion; ensure tasks and milestones are completed on schedule and within budget.
- Develop and execute a communication plan to ensure stakeholders are engaged and expectations are understood and aligned throughout the project lifecycle.
- Identify and manage deviations from project charter regarding scope, schedule, deliverables, and cost.
- Lead and coordinate User Acceptance Testing (UAT) activities, ensuring end-user requirements are met and systems are fully operational before deployment.
- Collaborate with stakeholders to define UAT objectives, create test plans, and resolve issues identified during testing.
- Analyze, evaluate, and overcome program risks and issues; develop risk mitigation strategies and escalate as needed.
- Follow project methodology and templates such as project charters, weekly status reports, risk and issues logs, security accreditation and other project deliverables.
- Identify future support needs and work with appropriate units to ensure effective operationalization of solutions.
Team Leadership and Management
- Manage systems integrators and Quality Control vendor relationships and engagements.
- Mentor project managers and other project resources in aspects of the profession such as agile best practices, leadership, methodology, tools, and people skills.
- Ensure staff and consultants are adhering to published PMO methodologies, templates, and development standards throughout the project lifecycle.
Project Management Office Support and Reporting
- Provide periodic reports of relevant, compelling, and succinct project information and metrics for presentation to executive management.
- Support the PMO Director in team development, recruiting, resource and portfolio planning, and continuous improvement and operational efficiency initiatives.

Qualifications
1. A baccalaureate degree from an accredited college in computer science, information systems, engineering, mathematics or related field and six years of satisfactory full-time experience related to enterprise architecture, solutions architecture, network architecture and/or IT infrastructure systems; or
2. A baccalaureate degree from an accredited college and ten years of satisfactory full-time experience related to enterprise architecture, solutions architecture, network architecture and/or IT infrastructure systems; or
3. Education and/or experience which is equivalent to "1" or "2" above.
