Summary You will serve as a SUPERVISORY PROGRAM MANAGER in the FORD Class Program Office (PMS 378) of the PROGRAM EXECUTIVE OFFICE CARRIERS. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15. Responsibilities You will serve as a Principal Assistant Program Manager for the assigned acquisition life cycle program, providing overall direction and guidance for the program organization, administration and civilian personnel. You will supervise project managers in developing, organizing, analyzing, executing and monitoring planned requirements to include training, mentoring, and fostering a diverse work force. You will develop and execute long-range program plans and requirements for FORD Class Technical Issues. You will work with the shipbuilder and key stakeholders to employ an optimal resolution of technical issues, balancing cost, schedule and quality. You will develop budget planning and execution plans development process, communicating with other functional areas of the program such as ILS, Test and Evaluation and BFM codes. You will be responsible for the application of the ship/systems acquisition processes, policies, regulations, principles and practices for all elements of program management. You will apply management and business principles to analyze situations, identify problems, probe causes and select courses of action for subordinate managers to pursue. You will communicate technical program matters to corresponding levels within the PEO and guide the efforts. You will define contract requirements, develop contract strategies, and execute contracts. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 pay band (GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing expertise and guidance to support budget planning, process development, execution, and communications with other functional areas of the program related to ship construction/production.
