    The Norfolk Community Services Board (NCSB) provides treatment, support, and education to the community with a focus on mental illness, substance use disorders, intellectual/developmental disabilities, and housing and homelessness. Norfolk CSB provides services to persons in acute crisis as well as integrated, person-centered, and recovery-oriented programming for persons needing assistance and support stabilizing in the community.

     

    Today, the NCSB provides treatment and rehabilitation services to over 6,000 Norfolk citizens yearly. The NCSB seeks team members interested in providing skilled services in a public service environment and dedicated to supporting a positive work and treatment environment.     The NCSB is seeking a passionate and dedicated Counselor III to join our Mental Health and Substance Use Outpatient Department! In this role, you will provide direct counseling and support services to individuals with substance use and co-occurring disorders to include conducting assessments, treatment planning. and individual and group sessions. You will collaborate closely with clinical teams, ensure that services align with individualized treatment plans, and maintain documentation in compliance with Medicaid, NCSB, licensure, Human Rights, and other regulatory standards. This is a meaningful opportunity to empower individuals on their recovery journey, promote client-centered care, and contribute to the overall success and integrity of our substance use program.

     

    Department Hiring Salary Range: $46,589 - $77,924

    Essential Functions

    + Provides comprehensive assessments for persons with substance abuse issues.

    + Develops individualized treatment plans. which respond to the needs of the person served and their family as identified by the assessment.

    + Participates in case reviews as a member of the multi-disciplinary team

    + Determines from assessment the appropriate services to be provided, the most appropriate service providers, and ensures that the person served is linked with those services.

    + Provides individual. group and family counseling services as outlined in each treatment plan

    + Provides crisis counseling on an as needed basis.

    + Teaches Substance Abuse education and revises curriculum as needed.

    + Keeps up to date, well documented records which comply with Federal, State, and agency requirements

    + Monitors persons receiving services from other service providers and advocates for the person to ensure accessibility and acceptability of services

    + Collects and reports service statistics and data on people served as required.

    + Processes admissions and discharges in an appropriate and timely manner.

    + Participates in regular supervision as agreed upon with their direct supervisor.

    + Completes other special projects and duties as assigned.

    Education/Experience

    Master's degree in a human services or related field, or equivalent combination of training and experience.

     

    Three years' experience, in treatment of persons with substance abuse, mental health or co-occurring disorders.

     

    Additional Information & Requirements

     

    + Valid Driver's License may be required depending on assignment.

    + Certified (or certifiable) in Basic First Aid and CPR.

    + CSAC Preferred.

     

    Working Hours: Monday-Friday 8:30am-5pm, 40hrs weekly. Must be able to work a flexible schedule which may include scheduled evening hours.

     

    + Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

    + Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

    + Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

    + Retirement

     

    If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

     

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

     

    + The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
