This role will focus on improving interoperability, data governance, analytics capacity, and automation to support public health systems. The advisor will collaborate with state, local, and tribal health departments to design and implement sustainable solutions that enhance data quality, accessibility, and security.

Responsibilities

+ Transition to NBS 7, improve data quality for case notifications, establish a unified governance framework, and automate the integration of Whole Genome Sequencing (WGS).

+ Implement an EHR system, plan and implement automation of manual systems. Design, implement, and sustain dashboards and reporting tools for 4 local PHAs (13 counties, total ~400k pop))

+ Create a Data Use Strategic Plan

+ Assess needs and capabilities, and develop data modernization plan to improve interoperability, analytics governance and coordination across tribal health systems. 1) implement interoperability solutions, 2) advance data analytics capacity, 3) establish a tailored tribal data governance framework 4) integrate these efforts through a BA-led evaluation and sustainability plan.

+ Do gap analysis and develop data modernization strategic plan. Document Community Health data flow to facilitate EHR implementation. Create 5 or more SharePoint workflows.

+ Design and pilot a secure cloud-based data platform in Microsoft Azure, automate data integration from key systems, and develop a data modernization strategy to guide future governance, interoperability, and analytics efforts

+ Create and maintain automated data pipelines, Tribal data feeds, dashboards; ensure Tribe needs are represented and met; Design and manage technical infrastructure, incorporate new data; Create and publish data products, tailor to each Tribal PHA.

+ Build 3-tiered data access platform for LHDs: (1) dashboards, (2) standardized reports, (3) raw data API. Supporting activities: centralized data request system, a statewide data catalog, and master data use agreements.

+ Identify and organize resources to address informatics training needs in LHDs, and develop some tools to address those needs.

+ Support chronic disease case definition development and validation; develop chronic disease dashboard development and sharing; and develop SOPs, training and documentation to support knowledge transfer.

+ HL7 onboarding team to connect healthcare providers’ data directly to state surveillance systems through the Rhapsody Integration Engine, automating manual reporting and improving the timeliness and quality of public health data.

+ Interface development and system integration to automate data exchange across public health systems, minimizing manual processes. With data system vendors and data owners, design and implement architecture for sourcing public health data into Snowflake. Provide GIS support integrating spatial and health datasets, conducting geospatial analyses, and building predictive models to identify disease hotspots and health disparities. Gather and documenting requirements, develop project plans, and coordinate across teams to support data system integrations and Snowflake implementation.

+ Design and implement a Master Person Index (MPI), to link data, starting by automating manual linking currently done with Ryan White HIV data, for Multnomah, Clackamas, and Washington Counties.

+ Migrate NH Health Data Portal to a secure state-managed cloud. ?EBI 2.0 Project to improve reporting and analytics capabilities. ?Use Informatica to enhance ETL processes. ?Embed a Business Analyst to manage key informatics initiatives. ?Replace legacy systems with Salesforce-Based Environmental Health Data Management.

+ Setup data warehouse using Microsoft Azure to remove silos across data systems; onboard initial datasets and establish data analytics/dashboards; and expand as able.

+ Develop and connect RMTEC data hub to authorized Tribal Health Care systems. Build automated dashboards and reporting tools to Tribes' decision making, ensuring data Sovereignty, and creating a solid Data Governance plan.

+ Establish data modernization infrastructure through: creating a centralized data system, developing user-centered dashboards, drafting a systems improvement strategic plan and automating manual program workflows.

+ Build a sustainable EMR hosting infrastructure, protect sensitive health data and expand analytic capacity to support Tribal health systems modernization. Creating a centralized cloud environment, developing a Tribal-centered data governance framework, expanding cybersecurity capacity and building automated data pipelines for analytics and interoperability across Tribal, state and Federal systems.

+ Plan and implement Data Modernization team and IT Solution Owners team. Implement agency's data modernization roadmap. Support change management, assess an improve privacy, security and risk management efforts. Develop data warehouse roadmap. Develop and practice IT systems incident response plan.

+ Migrate from 2 data exchange engines to Rapsody as a Service. ; developing a roadmap for FHIR implementation in TN's data lakehouse; transform ingested data into FHIR; support automation of eCR transmission from 6 LHDs.

+ Provide EMSA onboarding support for the EpiTrax consortium team and transition consortium from EMSA 2 to EMSA 3 for data sharing.

+ Evaluation, design and implementation of a centralized, cloud-based data repository to house and process raw data, provide analysis tools, and provide access to internal and external partners.

+ Standardize data collection across programs, develope internal dashboards in Power BI, and establish data governance practices to enhance analytics, reporting, and long-term data management capacity.

+ Other duties as assigned

Qualifications

+ 10+ years of experience in data modernization, health informatics, or IT strategy.

+ Master’s degree in public health informatics, Data Science, Information Systems, or related field

_Knowledge, Skills and Abilities:_

+ Excellent interpersonal, initiative, teamwork, problem solving, communication (verbal and written), project management skills

+ Strong skills and experience in developing strategic hands for information systems improvement in public health agencies

+ Experience working on public health agencies’ information system improvement projects, or serving as a high-level consultant on such projects
