The Idaho State Department of Agriculture is currently recruiting for an Agriculture Program Specialist in the Plant Industries division located in multiple locations depending on the successful applicant.

EXAMPLE OF DUTIES:
• Ensure that product label reviews, correspondence, violations, and penalties are properly documented, reported, and handled in a timely manner
• Draft correspondence as directed by the Bureau Chief, Division Administrator and/or Director.
• Enforce State laws, ISDA Rules, and carry out the Commercial Feed, Fertilizers, and Soil Amendment Laws
• Ensure that Division organizational structure and chain-of-command is followed, and all parties kept informed according to Bureau policy.
• Represent ISDA in meetings with grower organizations, commodity commissions and general public, regional and national meetings, and interactions with the University of Idaho, USDA, and other federal/state agencies.
• Develop annual reports and summaries for submission and approval of Bureau Chief, Division Administrator, USDA, other states and interested individuals as assigned.
• Work with Bureau Chief and other Plants Program Specialists to ensure that the field staff is properly equipped and trained to carry out their Feed, Fertilizer, and Soil and Plant Amendment law responsibilities.
• Generate invoices, monitor collections of fees for product registration, complete change forms for administrative signature, and distribution of refunds.
• Assist in drafting legislation and rules and participate in negotiated rulemaking meetings.
• Fulfill responsibilities of an ISDA employee as outlined in the Department’s Risk Management/Safety Policy.
• Responsible for ensuring all financial transactions related to your position, and those of your direct reports if applicable, are processed timely, accurately, and in accordance with ISDA’s policies and procedures.
• Maintain and submit appropriate documentation to Fiscal to support the purpose of and to validate all transactions, obtain required approvals, and seek prior advice and approval for non-routine transactions that are not easily defined within the ISDA’s policies and procedures.
• Other duties as assigned.
MINIMUM QUALIFICATIONS: This qualification is a mandatory requirement.
Experience:
+ Reviewing laws, regulations, policies and/or procedures for compliance or explaining to others how they apply to specific situations;
+ Developing written technical reports or correspondence, including regulatory correspondence, evaluating agricultural, science or business related issues.
+ Planning or providing agriculture program services.
Specialty Areas: These qualifications are mandatory requirements.
+ Some knowledge of animal feed and fertilizer labeling requirements;
+ Ability to understand and communicate complex feed and fertilizer labeling requirements following Idaho rules, laws, AAPFCO and AAFCO guidelines;
+ Good knowledge of animal health;
+ Good knowledge of soil health;
+ Experience developing and making oral presentations before groups.
Desirable Areas:These qualifications are not required; however, they are preferred this position.
+ Education and/or experience specializing in animal and/or pet nutrition;
+ Education and/or experience specializing in soil and plant health.
+ Education and/or experience in regulatory compliance.
