    The Idaho Office of Drug Policy (ODP) leads Idaho's substance use and abuse policy and prevention efforts by developing and implementing strategic action plans, collaborative partnerships, and community-level grants to prevent and reduce drug use and related consequences. ODP efforts focus on the primary prevention of substance abuse – which involves strategies and activities that shift focus upstream, to educate and support individuals that are not in need of treatment, with the goal of delaying substance use initiation and preventing substance misuse behaviors and the onset of substance use disorders.

    EXAMPLE OF DUTIES:

    Subgrant Management:

    + Subgrant Application & Award Process: Assist with subgrant application, review, and award processes. Ensure compliance with state and federal requirements, feasibility, and legality of program design and cost-effectiveness

    + Subgrantee Reimbursement: Assist with processing and reviewing subgrantee reimbursement requests, ensuring compliance with subgrant agreement and award guidelines and accurate documentation.

    + Subgrantee Budget Monitoring: Support monitoring subgrantee award budgets to ensure expenditures align with the agreed activity and budget disbursement schedules.

    + Subgrant Activity Report Monitoring: Assist in reviewing and verifying subgrant reports and adherence to reporting standards.

    + Subgrant Data Collection: Support with monitoring subgrantee use of data collection and assessment tools. Assist with collecting and organizing data related to subgrants and grant-funded activities, supporting the agency’s evaluation processes.

    + Subgrant Support & Technical Assistance: Identify subgrantee training needs and provide ongoing technical assistance. Ensure grant requirements are being fulfilled by providing information and guidance to subgrantees and agency personnel; Facilitate monthly subgrantee check-in meetings.

    + Federal Grant Reporting:Track progress toward grant-related programmatic and fiscal outcomes and goals, support federal grant reporting.

    Project Administration:

    + Workgroup Coordination:Support state-level collaborative workgroups by facilitating meetings, coordinating member participation, and monitoring related strategic action plans, subcommittee activities, and alignment with state and federal guidelines and grant-related objectives

    + Dashboard Maintenance:Maintain and update grant-related dashboards, including the Idaho Evidence-based and Evidence-Informed Programs and Practices Dashboard.

    + Partner & Public Engagement:Maintain and build relationships with subgrantees and other strategic partners on a local, state and national level; support with reviewing and updating public informational and educational materials.

    + Agency and Contract Project Management Support: Provide assistance in managing agency projects and contracted services, including tracking project deliverables, monitoring contract and project budgets, and ensuring compliance with contractual terms and state and federal funding guidelines.

    Minimum Qualifications:

    Experience:

    + Developing grants or contracts including identifying goals and timetables and determining program needs and funding;

    + Monitoring and evaluating grant or contract activities and expenditures;

    + Interpreting laws, regulations, and policies and advising on their requirements;

    + Evaluating statistical and financial information and developing reports of findings;

    + Basic math and data analysis skills;

    + Proven administrative skills;

    + Experience in Microsoft Office (specifically Word, Excel and PowerPoint) or equivalent;

    + Ability to manage deadlines while prioritizing effectively.

    The experience described below, typically gained by completion of the core requirements of a bachelor’s degree that include coursework related to grant or project management OR at least 3 years of experience in EACH of the following areas:

    + Developing grants or contracts identifying goals and timetables and determining program needs and funding that included grant, contract, or project management experience, such as monitoring delivery schedules, budget expenditures, and/or compliance with agreed terms and conditions.

    + Monitoring and evaluating grant or contract activities and expenditures

    + Interpreting laws, regulations, and policies and advising on their requirements

    + Evaluating statistical and financial information that included compiling, aggregating, and synthesizing information or data to develop reports and support evaluation

    PREFERRED QUALIFICATIONS:

    + At least 3 years of experience working collaboratively with colleagues on a cross-functional team, contributing toward a positive and supportive work environment that values diverse perspectives, open communication, knowledge sharing, feedback, and achieving shared success toward collective goals.

    + Basic math and data analysis skills. Excellent written and verbal communication.

    + Proven administrative skills, such as organization, time management, interpersonal communication, scheduling, record keeping, etc.

    + Expertise with Microsoft Office 365 (specifically Word, Excel and PowerPoint);

    + Ability to manage deadlines while prioritizing effectively through self-motivation with a strong ability to set priorities and manage multiple tasks efficiently and effectively

    + Group coordination & facilitation experience, including workgroup or coordination, meeting facilitation, and/or tracking action items and deliverables.

    + Demonstrated interest in the mission, vision and values of the Office of Drug Policy;

    + Experience with overseeing or supporting grant application, review, and award processes.

    + Experience with grant project management, processing reimbursement requests, and tracking budget expenditures.

    + Experience supporting the development and implementation of action plans.

    + Experience providing support to numerous stakeholders, partners, or subgrantees with varying priorities, action plans, and budgets.

    + Experience maintaining dashboards (specifically Tableau).

    + Familiarity and experience working with federal grants.

    Special Notification: This position is exempt from classified state service and the rules of the Division of Human Resources and the Idaho Personnel Commission. The duration of this position is dependent on continuity of funding provided by a federal discretionary grant awarded to Idaho through September 2028.
