    Salary Statement :

    The salary for this position traditionally starts at $59,800.00 but may be commensurate with education or work experience.

    Role Overview:

    The WIOA Title I Director is responsible for leading the creation and implementation of processes and procedures to build an enhanced/flexible strategy for Workforce Innovation and Opportunity Act (WIOA) Title I services. This position manages and coordinates agency-wide initiatives to ensure that career education and training programs, workforce strategies, and services under WIOA Title I are prioritized, developed, managed, and continuously improved using a data-driven approach.

     

    As a senior member of the DWD's Program Administration & Oversight (PAO) Department's Program Administration Division, this role drives meaningful outcomes through projects to support innovation, alignment of metrics, accountability, and engagement with internal and external partners, including the Local Workforce Development Areas (LWDAs), to ensure effectiveness of programs and service alignment. This position participates in agency strategic planning efforts, works across all DWD divisions, and provides leadership and coordination for improving workforce programs and services in support of the agency’s mission to address current and future education and employment needs of both individuals and employers in order to strengthen Indiana’s economy.

     

    This includes supporting PAO team leadership with a variety of projects involving a high degree of discretion in interpretation, application, decision-making, and execution.

    Essential Duties and Responsibilities:

    Representative duties include:

    + Serves as the primary statewide point of accountability for WIOA Title I program quality and outcomes, ensuring consistent interpretation and application of policy, guidance, and service models across regions. Sets clear expectations for regions regarding program design, service delivery, and performance, oversees progress through strategic technical assistance, follow-up, and escalation as needed.

    + Develops and oversees a technical assistance framework, differentiating supports for high-performing, stable, and underperforming regions to maximize impact and efficient use of resources.

    + Provides executive-level recommendations to agency leadership on workforce system priorities, policy direction, funding strategies, and implementation risks based on data, field intelligence, and emerging trends. Translates federal guidance and state policy into clear, actionable operational guidance for regions and partners, reducing ambiguity and improving consistency statewide.

    + Identifies systemic barriers related to WIOA Title I performance and service delivery, leads cross-functional efforts to resolve them.

    + Identifies, pilots, and scales innovative service delivery and administrative practices, ensuring improvements are practical, compliant, and responsive to needs.

    + Leads continuous improvement initiatives using structured methodologies (e.g., process mapping, root cause analysis, performance diagnostics, etc.) to improve efficiency, customer experience, and outcomes. Evaluates the effectiveness of new initiatives and reforms and makes evidence-based recommendations for continuation, modification, or sunset.

    + Represents the agency and WIOA Title I with state and local workforce boards, regional leadership, employer partners, and other stakeholders, serving as an authoritative voice on program strategy and performance. Builds and maintains trusted relationships with local and regional leadership, positioning the Director as a go-to resource for guidance, problem solving, and strategic alignment.

    + Supports the agency’s public narrative around workforce impact, contributing content, data, and insights for reports, presentations, and stakeholder communications. Supports workforce governance structures by providing analysis and guidance on roles, responsibilities, and decision-making authority related to WIOA Title I implementation.

    + Anticipates compliance, performance, and fiscal risks and proactively works with monitoring, legal, and fiscal partners to mitigate issues before they escalate. Ensures program strategies and operational practices are review-ready, sustainable, and aligned with long-term federal and state expectations.

    + Develops tools, guidance, and training resources to strengthen regional capacity and reduce dependence on ad hoc technical assistance over time. Establishes mechanisms for capturing and disseminating best practices across regions to support peer learning and system-wide improvement.

    + Defines and tracks success indicators beyond compliance, including service quality, customer experience, case management, and access to services. Uses qualitative and quantitative data to assess program health, inform strategy, and communicate impact to leadership and stakeholders.

    Job Requirements:

    The ideal candidate in this role should minimally have either

     

    + a Master’s Degree with 3+ years of experience, or

    + a Bachelor’s Degree with 5+ years of experience, or

    + a Associate’s Degree with 7+ years of experience, or

    + at least 9+ years of experience applying the below, outlined knowledge, skills, and abilities in a similar role.

    You must meet the following requirements to be considered for employment:

    + Knowledge of or ability to become familiar with complex federal and state workforce development legislation, policies, and regulations pertaining to a demand driven workforce development system.

    + Knowledge of WIOA Title I programs strongly preferred.

    + Strong verbal, written, analytical, interpersonal, group process, facilitation, and communication skills.

    + Ability to collect, analyze, and synthesize information and data, problem-solve, and draw conclusions/make decisions to improve overall efficiencies and effectiveness.

    + Ability to establish and maintain productive working relationships with diverse individuals and groups, including public and private partners, regional workforce board points of contact, industry associations, and others, as needed to accomplish the work.

    + Working knowledge of department priorities and programs as well as state agency structures.

    + Ability to be creative and work independently and/or as a part of a team in developing alternatives to meet agency needs.

    + Ability to communicate complex theories and principles to a broad spectrum of stakeholders, both verbally and in writing with professionalism, courtesy, and accuracy.

    + Attention to detail coupled with ability to understand macro-level concepts and integrate ideas from diverse perspectives.

    + Strong organizational, oral, and written communication, and interpersonal skills.

    + Proactive nature with the ability to anticipate conflicts before they arise.

    + Ability to work well independently as well as collaboratively.

    + Ability to manage multiple projects and meet deadlines.

    + Ensure compliance with relevant state and federal statutes, regulations, and policies.

    + Maintain confidentiality in discussing sensitive organizational matters and issues.

    + Willingness to adjust to change as the agencies may have needs arise that will require flexibility.

    + Ensure progress and satisfaction of all required tasks.

     

    This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

    Supervisory Responsibilities/Direct Reports:

    This role may serve as a team lead for an assigned work group.

     

    This role may be utilized in a supervisory capacity based on agency needs.

    Responsibility:

    The WIOA Title I Director assists the Workforce Program Administration Director with agency-wide strategic alignment and improvement initiatives and requires professionalism and integrity. They will work independently and should possess sufficient enterprise and technical authority to make substantial contributions to the development and implementation of the WIOA Title I program.

    Personal Work Relationships:

    The WIOA Title I Director works with a wide range of federal and state administrators, local workforce organizations and the public on routine and non-routine problems encountered in the agency’s effort to fulfill its duties. They must possess and employ a variety of personal and interpersonal skills in the discharge of the position’s responsibilities. This position requires a positive attitude when dealing with staff and agency customers. They are to adhere to department rules and regulations and work toward the agency’s goals. They must gain a working knowledge of the activities and programs of the agencies and display tact in addressing and referring inquiries and in working with other state agencies and outside customers. This position operates within the generally accepted guidelines for a governmental office, adhering to procedural requirements of the State of Indiana. Personal and professional attributes will be challenged as many of the issues often involve matters of a confidential and privileged nature. Good judgment, discretion and individual initiative are necessary for the effective discharge of the position’s significant responsibilities.

    Physical Effort:

    This role performs work in an environment where sitting for extended periods of time could be expected.

     

    This role requires the ability to lift/transport items up to 50 lbs with or without the assistance of equipment.

    Working Conditions:

    This role performs work in a standard office environment.

     

    This role requires occasional and/or overnight travel.
