The primary purpose of this position, AIRFIELD MANAGEMENT SPECIALIST, NH-2150-02, is to provide aircrews with a variety of critical information and assistance for planning and conducting a safe flight and to provide oversight for flight services and airfield operations during a shift of operation. Responsibilities -Plan, organize, direct, and control airfield activities in support of flying missions, ensuring that airfield management services provided comply with legal and regulatory requirements and meet customer needs. -Aerodrome Duties: Inspect airfield daily for flying safety hazards to include material that may cause foreign object damage, violations of airfield clearance criteria and hazards. -Preflight Assistance/General Functions: Provide all necessary information required by pilots to safely complete their intended flight and assist them in making preflight decisions and calculations where required. In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Transportation Operations Series, 2150 GENERAL EXPERIENCE: You must have at least three years of general experience, one year of which is equivalent to Federal experience at the next lower grade (GS-04), level, pay band (NH-01), or equivalent (pay schedule, pay band, etc). General experience is described as: a general knowledge and understanding of traffic or transportation programs or operations. OR EDUCATION: Successfully completed a full 4-year course of study leading to a bachelor's degree in a Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, post-high school education and experience may be used to meet total experience requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of rules, laws, regulations, instructions, and directives as they pertain to airfield planning, aircraft operations, and for the safe conduct of flights within the national airspace system and overseas. Knowledge of flight planning requirements which together with flight computations, permits technical review and computer acceptance of proposed flight plans or flight plan changes. Knowledge of weather and its effect on flying operations including forecast weather that could threaten safe aircraft operations, life or property. Knowledge and understanding of items used in the air traffic control system to preclude pilot misunderstanding or airspace violations. Knowledge or air traffic control routes, capabilities and limitations of navigational aids, terrain topography, airspace restrictions, and local air traffic control procedures. Additional Information: This position has been designated as Key. In the event of a crisis, selectee must perform the Key duties until relieved. This position cannot be vacated during a national emergency or mobilization. Requires the incumbent be removed from military recall status. PHYSICAL EFFORT: This position requires a physical/medical examination. The physical requirements of this position as determined by the manager are: Carrying up to 50 lbs. A PRE-EMPLOYMENT PHYSCIAL IS REQUIRED. WORKING CONDITIONS: The incumbent is frequently required to go outside in all types of weather to inspect the airfield. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience. Education IF USING EDUCATION TO QUALIFY: If position has a positive degree requirement or education forms the basis for qualifications, you MUST submit transcripts with the application. Official transcripts are not required at the time of application; however, if position has a positive degree requirement, qualifying based on education alone or in combination with experience, transcripts must be verified prior to appointment.
