Summary This vacancy is for a GS-0343-13, Management and Program Analyst located in the Department of Homeland Security, U.S. Coast Guard, CIVILIAN HUMAN RESOURCES DIRECTORATE -CG-1C in WASHINGTON, District of Columbia. Responsibilities You will serve as a Management and Program Analyst and be responsible for performing duties that contribute to the overall accomplishment of the PSC-CPM mission. These duties include special projects; correspondence preparation, review and control; organizational and management studies; and program reviews. These duties involve and affect all elements of PSC-CPM and are essential in assuring that communications from PSC-CPM are accurate and effective. Typical work assignments include: Evaluating the Personnel Service Center-Civilian Personnel Management (PSC-CPM) programs to identify performance gaps and recommend process improvements.. Supporting PSC-CPM by managing priorities, coordinating resources, and ensuring compliance with Human Resources policies.. Analyzing regulation and policies to assess impact and recommend changes to ensure PSC-CPM compliance. Leading special projects involving data research and reporting to inform leadership decisions and improve operations. Preparing reports, briefings, and correspondence for senior leaders to support clear, informed decision-making. Qualifications To qualify at the GS-13 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular and recurring basis. Analyzing program operations using qualitative and quantitative methods to identify performance issues and recommend changes. Conducting organizational or internal control reviews to evaluate program effectiveness and propose process or policy enhancements. Interpreting federal regulations and policies to provide guidance to leadership on compliance or needed changes. Coordinating mission-critical projects that require data research, evaluation, and reporting to support oversight and decision-making. Preparing executive-level reports and briefings that summarize analysis and support leadership decision-making and strategic planning.
