    Job Summary:

    The Georgia Emergency Management and Homeland Security Agency is seeking qualified individuals for the position of Assistant Manager within our Finance Division. This position will serve as the backup role to the department’s Finance Director.

     

    Under limited supervision, manages all aspects of the accounting, budgeting, grants, and financial operations of the Finance Division of the agency. Recommends and upon approval implements accounting policies and procedures in accordance with government regulations. Directs subordinate supervisors and staff. The GEMA/HS Finance Division is responsible for all procurement, contracts, inventory, travel, facilities, resources, grants management and budget development for the agency.

     

    In addition, GEMA/HSA employees are on 24-hour call statewide to assist authorities when disaster strikes. The agency coordinates with local, state and federal governments, and in partnership with the private sector and faith-based community, work to protect life against manmade and natural emergencies.

    Primary Duties & Responsibilities:

    • Analyze financial statistics and other accounting data.

    • Correctly applies various accounting theories according to GAAP, governmental accounting standards, applicable state and federal guidelines as well as agency fiscal policies and procedures.

    • Oversee and analyze reconciliation documents to ensure logical and accurate conclusion about financial data and ensure discrepancies are identified, supported and cleared.

    • Monitors compliance with policies and procedures by spot-checking work at defined intervals and promptly advises staff of variances as well as proposed corrective actions to ensure an appropriate resolution.

    • Ability to write and implement record retention processes and procedures for the agency.

    • Communicates regularly with staff on progress toward defined goals and/or required results; providing specific feedback and a plan of action when defined goals and/or results are not met.

    • Assists with departmental initiatives and ensure they are carried out as set forth by the Finance Director.

    Entry Qualifications:

    Bachelor's degree in business administration, accounting, finance or a closely related field from an accredited college or university AND Three years of professional level experience in accounting and/or a closely related fiscal activity. Two years in a supervisory, administrative or lead worker role.

    Preferred Qualifications:

    • Bachelor’s Degree in Accounting

    • Three years of supervisory experience that includes personnel management including communicating expectations, scheduling resources, hiring, training, performance management and conducting disciplinary procedures.

    • Completion of the UGA Carl Vinson Institute of Government’s Introductory and Intermediate Governmental Accounting Series Certificate Program

    • Thorough knowledge of TeamWorks, specifically in the areas of General Ledger, Purchasing, Accounts Payable, Asset Management, and Reporting/Queries.

    • Understand the State of Georgia budgetary procedures, knowledge of the State of Georgia Budgetary Compliance Report (BCR), and experience with an Annual Operating Budget.

    • Performs annual written performance evaluations on direct reports.

    • Knowledge and experience handling year-end and audit requirements.

    • Proficiency with Microsoft Word and Excel, including using Pivot Tables and VLookup Functionality.

    • Strong analytical and problem-solving skills.

    • Ability to effectively plan and prioritize multiple assignments to meet established deadlines

     

    Bachelor's degree in accounting and five (5) years of professional accounting job-related experience, which includes three (3) years in a managerial or supervisory role; or one (1) year of experience at the lower level Sr Mgr, Accounting (FIM012) or position equivalent.
