This position will have the opportunity for a hybrid schedule (combination of in-office and remote workplace). **Please note - equipment provisioning and certain onboarding tasks will take place in person, in our Denver office, on the first day of employment.**
The Colorado Department of Early Childhood (CDEC)ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.
The Accounting unit exists to perform general accounting and financial reporting functions for the Department of Early Childhood and to be of assistance to the management of all programs within CDEC, the State Controller’s Office, the Federal government, county departments, Office of the State Auditor, Federal auditors, and others in need. Generally, this unit is responsible for providing accounts payable, account receivable, cash management, cost accounting, grants accounting, payroll and timekeeping, and financial reporting functions as required to meet the department’s needs. In particular this unit is responsible for the following services:
+ Making payments to clients, staff, providers, and other vendors and recording the corresponding expenditures;
+ Providing financial information to management and budget and serving as a resource to Program Administrators for policy, budget and planning for the future
+ Managing automated systems that record financial transactions, data, bills, payments, payroll, timekeeping, and other required as well as ad hoc reports;
+ Recording Federal expenditures and revenue for grants and providing financial reports to the Federal government and other grantors;
+ Accounting for the State’s capital assets by recording in the fixed asset system and monitoring the inventory; Providing payments to the county departments, recording and reporting their expenditures in the State’s accounting system;
+ Allocating costs for the purpose of providing information, determining charges for services, reviews and assist the Department federal indirect cost plan, assigning indirect costs and capturing revenue
+ Ensuring audit compliance and coordination with auditors from the State and Federal governments;
+ Ensuring that State systems capture the financial information needed for county reimbursements and claiming federal funds
+ Reconciling all of the systems data to insure complete and accurate information; Establishing accounting services for programs.
Description of Job
What you'll be doing:
This is a professional accounting position that will work with accounting and fiscal condition reports preparation, analysis, and interpretation; accounting records production and maintenance; and accounting reports and statements review to assure accurate reflection of fiscal conditions of the agency and/or program and to assure compliance with generally accepted accounting principles, the Colorado Operations Resource Engine (CORE), the Governmental and Financial Reporting Standards (GASB), and state fiscal rules. This position will also provide accounting and/or financial advice to agency controllers and management.
Major Job Duties include, but are not limited to:
+ Assist in the oversight and managing the operation of accounting activities.
+ Review and approve financial transactions for various Divisions within CDEC ensuring that the transactions are recorded in accordance with generally accepted accounting principles (GAAP), state fiscal rules, federal regulations and Department policies and procedures.
+ Access fiscal systems to produce, correct, audit, approve and input financial transactions for CDEC programs.
+ Analyze information including data from CORE and create ad hoc reports to ensure completeness and accuracy of financial reports.
+ Enter and approve transactions in CORE and ensure all financial transactions are in accordance with state and federal rules.
+ Ensure journal entries are thoroughly documented and the proper files are maintained in accordance with the record retention policies.
+ Analyze and investigate various types of errors.
+ Assist staff on expenditure and or revenue related decisions. Advises on allowable activity from a financial perspective.
+ Execute year end closing of all CDEC accounts by utilizing and analyzing CORE reports and other financial information.
+ Assist in the preparation fiscal year-end entries and external audit workpapers including both interim and at year-end, exhibits, and footnotes.
+ Process, review, record and correct accounting entries for fixed assets.
+ Create and monitor a system of controls, procedures, and forms for the recordation of fixed assets.
+ Records fixed asset acquisitions and dispositions.
+ Generate monthly depreciation postings and annual account reports.
+ Process, review, record and correct accounting entries for fixed assets.

+ Serve as the Department’s authority for proper classification, processing and timing for recording financial accounting transactions and revenue.
+ Monitor spending authority, expenditures and revenues to ensure limits on expenditures based on revenues received.
+ At least monthly, reconcile all general and grant ledger accounts relative to all expenditures, revenue and obligations.
+ Interpret the account expenditures and balance of funds available.
+ Plan, prioritize, assign, analyze and monitor workflow, and maintain appropriate staffing levels and review progress to ensure the quality and quantity of work meets standards and deadlines for deliverables to meet program goals and objectives.
+ Establish work schedules, review and approve worktime and absences.
+ Initiate the hiring process, provide subject matter expertise to HR during the comparative analysis process, interview candidate and hire.
+ Resolve problems, performance issues, disputes, and informal grievances and initiate corrective action or recommend discipline as needed.
+ Identify training and developmental needs, and provide training as needed.
+ Provide feedback and coaching, write performance plans, and sign performance evaluations.
+ Prepare and present financial reports on a monthly, quarterly, semi-annual and annual basis by analyzing and interpreting CORE data
+ Utilize spreadsheets to manipulate, enhance, and combine the elements and different levels of detail present in CORE to assist with budgeting, forecasting and expenditure analysis
+ Determine if costs are allowable based on each programs funding requirements.
+ Prepare ad hoc reports.
+ Provide specific examples of regular, ongoing decisions made by this position related to this duty.
+ Analyze financial reports according to reporting requirements.
+ Assist fiscal and program staff in budget review and proper spending activities.
+ Perform other duties as assigned.
