The Colorado Department of Military & Veterans Affairs (DMVA) has three major operational divisions: Colorado National Guard, Civil Air Patrol, and Veterans Affairs. Description of Job
This position is located in the Colorado Army National Guard (COARNG) G9 Installations and Environment, Business Management Branch at Joint Force Headquarters in Centennial. The position's primary responsibility is to coordinate and manage the Colorado Army National Guard (COARNG) Antiterrorism (AT) Program involving statewide policy, AT development, risk management, vulnerability assessments, training management, and integration of AT into force protection, critical infrastructure, operational security (OPSEC), and physical security programs. Duties include, but are not limited to, the following:
+ developing, implementing, and managing anti-terrorism, physical security and OPSEC plans and programs, to include monitoring and taking effective corrective/protective measures;
+ assessing the budgeting and implementation status of key projects, lobbying for funding to insure future effective force protection posture;
+ overseeing the installation Force Protection Training Program on threats and protective systems for military, civilian, and contractors while evaluating training needs and requirements based on mission/threat;
+ developing policies for counter measures, integrated anti-terrorism programs, and law enforcement contact procedures;
+ evaluating vulnerability, responses to increased threat, and changes in Force Protection Condition;
+ providing security threat guidance to leadership through evaluation of a variety of escalating resources and data;
+ coordinating the planning for and participation in recurring continuity operation exercises;
+ developing current status and recommendations to command leadership on readiness of installation security and law enforcement to deter and withstand attacks;
+ developing and maintaining liaison and coordination with local emergency response officials on COOP plans and activation;
+ performing onsite vulnerability and threat assessments to develop long-range security strategy, planning, objectives, and implementation;
+ reviewing anti-terrorism, force protection reviews on all Military Construction projects and infrastructure projects requiring a working knowledge of the Unified Facilities Criteria to identify vulnerabilities and integrate protective strategies into the facility and its surroundings, ensuring compliance with DoD Anti-terrorism Construction Standards; and
+ performing other duties as assigned.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
MINIMUM QUALIFICATIONS:
+ Must be a citizen of Colorado.
+ Must be able to obtain and maintain a Secret security clearance within six months of employment.
+ Must be willing to obtain an AT Level II certified IAW AR 525-13 certification within the first six months of employment requiring training out of state and maintaining certification at minimum of once every three years.
AND
+ Seven (7) years of professional experience in the fields of anti-terrorism, force protection, operational security and/or physical security.
OR
+ Bachelor's degree from an accredited institution in a field of study related to the work assignment such as terrorism, law enforcement, public safety, criminal justice, or criminology.
+ Three years of professional experience in the fields of anti-terrorism, force protection, operational security and/or physical security.
OTHER QUALIFICATIONS:
+ Must be willing to work varying shifts and extended hours in the event of national crisis or other requirement.
+ Preference will be given to individuals who already have an AT Level II Certification IAW AR 525-13 and a Secret or higher security clearance.
