This engineering position involves field inspection of facilities, public works, and treatment processes to ensure compliance with State and Federal laws, rules, and regulations. Work involves the application of administrative, supervisory and engineering skills, knowledge, and abilities. The incumbent of this position is one of the principle assistants to the Chief Engineer managing engineering and extensive sampling activities within a multi-parish (multi-region) District of the State. This position requires professional engineering experience and appropriate educational qualifications relative to the fields of public water supply and wastewater treatment. This position requires possession of a current Louisiana Professional Engineering license.
Minimum Qualifications
Possession of a current Louisiana license to practice professional engineering plus one of the following:
Three years of licensed engineering experience; or
Seven years of professional engineering experience.
EXPERIENCE SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of professional engineering experience.
A doctorate degree in engineering will substitute for two years of professional engineering experience.
Advanced degrees will substitute for a maximum of two years of professional engineering experience.
There is no substitution for licensed engineering experience.
NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience. Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.
Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

Job Duties and Other Information
Job Duties:
+ Supervising, directing, and participating in the implementation, programmatic management and field operations of all engineering activities within the Safe Drinking Water within the district as required by the Federal Safe Drinking Water Regulations and the State Sanitary Code.
+ Supervising, directing, and participating in the conduct of engineering surveys, sanitary surveys, inspections and evaluations of all public water supplies within the district.
+ Drafting and assisting in developing technical regulations, revisions to such regulations, policies, and procedural documents relating to the water supply and sewage disposal programs.
+ Attending and representing the agency at meetings of local governing bodies, civil organizations, legislative subcommittees, etc.
+ Directing and coordinating the District’s participation and response to State and local emergencies as they relate to public health engineering activities.
+ Overseeing the interpretation of chemical and bacteriological analytical data, evaluating public health risks associated with these results, and recommending treatment practices or processes to achieve compliance with relevant Safe Drinking Water Rules (Phase II, and V Rules; Lead/Copper Rule; Total Coliform Rule, D/DBP, etc.) Directing the implementation of provisions of the Mandatory Disinfection Rule, and other upcoming EPA Rules, including plans review, provision of technical assistance and enforcement activities.
